  1. Title:     DIRECTOR OF EMPLOYEE RELATIONS
  2. Reports to:   Executive Director of Employee Relations
  3. Supervises: Payroll and Human Resources Coordinators
  4. Purpose: The purpose of the Director of Employee Relations is to provide oversight and direction to the department with any payroll and human resources process. As well as support and direct the work of the payroll and human resources coordinators.
  1. Job Qualifications:
    • High School Graduate or GED 
    • Previous experience in payroll and human resources processing 
    • Must be a self starter and maintain the motivation to work independently or in groups
    • Have working knowledge of the day to day operations of Payroll and Human Resources functions
    • Have a  working knowledge of computers and various software, including, but not limited to Infinite Visions, Frontline, Timeclock Plus, and Common Logon, preferred
    • Have a working knowledge of accounting and 10-key preferred.   
    • Have a working knowledge of Google and Microsoft Office Suites required. 
    • Fluency in writing, speaking and reading English is required (Spanish is an advantage). 
    • Understand and have a working knowledge of the Payroll section of the USFR Compliance Questionnaire checklist.
    • Understand and have a working knowledge of the Records Management section of the USFR Compliance Questionnaire checklist.
    • Have a working knowledge of the Arizona State Retirement System’s rules.
    • Have a working knowledge of the State of Arizona Labor Law.
    • Have a working knowledge of labor laws governed by federal agencies.
    • Have a working knowledge of the Uniformed System of Financial Records (USFR) chart of accounts and work in collaboration with the Finance Department to ensure account code accuracy in the payroll system.
  1. Duties and Responsibilities:
    1. Manage and direct the work of the Payroll and Human Resources Coordinators for the district, following all federal, state and district laws, guidelines, policies and procedures.
    2. Process bi-weekly, deposits, regular payroll, supplemental and balance-of-contract payrolls as required, with appropriate substantiating documentation , through the INFINITE VISIONS system, including, but not limited to, payroll changes, docks, overtime, etc.
    3. Process bi-weekly state and federal tax deposits in accordance with the bi-weekly payroll processing.
    4. Ensure all tax and contribution rates are accurate and up to date for federal and state taxes, and the Arizona State Retirement System.
    5. Deposit and/or mail all annuity and volunteer deduction warrants and all additional appropriate warrants as required. 
    6. Responsible for complying with audit requirements and making sure any corrections are made to maintain compliance with district policy, auditor recommendations, and state and federal laws.
    7. Prepare and submit in a timely manner all quarterly reports as required, including, but not limited to 941 for federal Social Security and Medicare, State Withholding, and Unemployment, etc.
    8. Supervise and evaluate the performance of assigned staff in accordance with established evaluation procedures.
    9. Develop, recommend, interpret, and evaluate policies, regulations, procedures, and standards pertaining to all employee relations matters.
    10. Prepare and provide pertinent information and reports for the Superintendent, Governing Board, employee groups, third party vendors and agencies, as may be necessary. 
    11. Support the department coordinators to ensure that all pertinent materials are processed for each employee throughout the life cycle of the employee.
    12. Ensure the employee relations coordinators maintain up-to-date employee, payroll, and human resources files..
    13. In collaboration with the Executive Director of Employee Relations, ensure the employee relations coordinators have the information, tools, and resources to advise new employees of pertinent laws, policies and procedures.
    14. Oversee and assist the employee relations coordinators with the preparation of all contracts or agreements, or a notice of hourly wage for each new employee.
    15. Support and assist the employee relations coordinators with questions that may arise related to  benefits, direct deposits and voluntary deduction information and enrollment.
    16. Oversee and assist with processing employee set-up in the Infinite Visions system and maintain the pertinent documentation in the appropriate  files.
    17. Implement and maintain a payroll encumbrance system through the Infinite Visions Payroll system.
    18. Ensure the payroll coordinators are collecting, verifying and filing timesheets for each non-exempt hourly employee.
    19. Support the department coordinators with any employment verification, unemployment and workers compensation information to appropriate agencies as required.
    20. Support with the setup and processing of district benefits as it relates to, but not limited to, working with vendors, system setup, open enrollment, billing, vendor selection, reporting, employee support, etc. 
    21. Oversee and assist the coordinators in preparing and submitting recurring reports as required, including but not limited to SDER, TIA, ACA, OSHA, Bureau of Labor and Statistics, etc. 
    22. Ensure the department processes W-2s and W-2 reports through the Infinite Visions system and distributes them to employees in a timely manner and according to law.
    23. Oversee and ensure proper reconciliation of substitute reporting reports from the third party vendor(s).
    24. In collaboration with the Executive Director of Employee Relations, support in the planning and administering of the department budget.
    25. Oversee position control within the district in the Infinite Visions System. 
    26. Support the department coordinators to ensure accurate and compliant processing of all employee related procedures are maintained.  
    27. Assist employees with questions and concerns regarding any matter pertaining to employee relations. .
    28. Assist other departments with any auditing and report requests as may be necessary.
    29. Attend classes, seminars and meetings as needed to improve knowledge and skills and to keep current with the latest certification and licensure accreditation, state and federal laws, services, requirements and functions as they pertain to the district’s needs.
    30. Perform emergency tasks as needed and directed.
    31. Perform other duties as assigned by the Executive Director of Employee Relations, Assistant Superintendent or Superintendent.
