West Fork School District is seeking a highly organized, detail-oriented, and experienced professional to serve as our Bookkeeper/Human Resources Manager. This dual-role position is critical to the efficient operation of our district, ensuring sound financial practices and effective management of our most valuable asset – our employees. The ideal candidate will possess strong financial acumen, a solid understanding of HR principles, and a commitment to supporting a positive and productive environment for our staff and students.

Reports To: Superintendent and District Treasurer

Responsibilities (Bookkeeping):

Financial Record Keeping: Maintain accurate and complete financial records for the school district.

Accounts Payable/Receivable: Manage accounts payable, including processing purchase orders, verifying invoices, and issuing payments to vendors. 

Compliance: Ensure all financial practices comply with eFinance/APSCN-Financial Management System, state regulations, and federal laws.

Responsibilities (Human Resources):

Recruitment and Onboarding: Oversee the full cycle of recruitment and hiring for all district positions (certified and classified staff), including posting job openings,  conducting background checks, and facilitating new employee onboarding.

Employee Records Management: Maintain accurate and confidential employee personnel files, ensuring compliance with all state and federal record-keeping requirements.

Payroll Processing: Process all district payrolls accurately and on time, including deductions, benefits, and tax withholdings. Prepare and file all necessary quarterly and annual payroll reports (e.g., W-2s, 1099s).

Benefits Administration: Administer employee benefits programs, including health insurance, retirement plans, workers' compensation, and leave entitlements (FMLA, sick leave, etc.). Act as a liaison between employees and benefit providers.

Policy and Compliance: Develop, implement, and interpret HR policies and procedures in accordance with district guidelines, state and federal labor laws (e.g., ADA, Title IX, FLSA), and collective bargaining agreements (if applicable).

Reporting: Prepare various HR reports for district administration and external agencies as required.

Qualifications:

Experience in bookkeeping/accounting, with a strong preference for experience in a public school district or government entity.

Experience in human resources, with a strong preference for experience in a public school district or educational setting.

Strong understanding of federal and state employment laws and regulations.

Excellent computer skills, including advanced proficiency in Microsoft Excel and Word.

Exceptional organizational skills and attention to detail.

Strong analytical and problem-solving abilities.

Excellent written and verbal communication skills

Ability to maintain strict confidentiality and exercise sound judgment in sensitive situations.

Ability to work independently and collaboratively within a team environment.

Preferred Qualifications:

Thorough knowledge of eFinance/APSCN and financial accounting principles.
