POSITION SUMMARY |
Lynchburg City Schools is seeking an experienced and innovative Chief of Human Resources to lead all aspects of the Human Resources department. The Chief of Human Resources Officer serves as a strategic advisor to the Superintendent and Executive Cabinet and is responsible for ensuring the development, implementation, and communication of personnel policies and practices that support the division’s mission and vision. The ideal candidate will be knowledgeable in school division policies, employment regulations, and human resource management best practices.

ESSENTIAL FUNCTIONS |
- Advise the Superintendent, School Board, and division leaders on federal, state, and local policies and regulations related to personnel.
- Supervise the Human Resources team to ensure efficient, responsive, and compliant daily operations.
- Collaborate with all departments, especially Finance, to ensure appropriate position control, staffing alignment, and budget adherence.
- Develop and oversee recruitment and retention efforts, including vacancy postings, application review, and outreach for hard-to-fill positions.
- Plan and coordinate new staff orientation and onboarding processes.
- Maintain and monitor vacancy listings, staffing projections, and licensure compliance.
- Oversee employee evaluations, contract renewals, licensure updates, and professional development documentation.
- Develop and implement a teacher recruitment plan.
- Lead investigations and resolution of personnel complaints, including matters related to employee conduct and Title IX.
- Provide training to school and department leaders on evaluation systems, HR procedures, hiring protocols, leave, and compliance topics.
- Ensure adherence to all local, state, and federal employment laws and reporting requirements.
- Maintain accurate and secure employee records and oversee implementation of the Human Resources Information System (HRIS).
- Work in close partnership with Finance and Payroll to ensure alignment of compensation, benefits, and staffing data.
- Serve as the division liaison for VDOE licensure, background checks, and teacher performance assessments.
- Foster a workplace culture that values equity, professionalism, and employee engagement.
- Perform any other duties as assigned by the Superintendent and/or designee.

EDUCATION AND EXPERIENCE |
- Master’s degree in Human Resources, Educational Leadership, School Administration, Public Administration, or a related field required.
- Valid Virginia license with endorsement in administration/supervision preferred.
- Demonstrated leadership experience in human resources, preferably within a public school division.
- Strong knowledge of school division policies and employment law, including regulations related to licensure, contracts, benefits, and employee relations.
- Proven ability to lead teams, navigate complex issues, and collaborate across departments.
- Excellent interpersonal, communication, organizational, and problem-solving skills.

SUPERVISORY RESPONSIBILITY |
- Directly supervises team of 5-10 direct reports.
- Participates in the hiring process and makes hiring decisions of other employees.
- Instructs, trains, coaches, and mentors other employees.
- Schedules (determine hours worked, time off), reviews, and monitors the work of other employees.
- Completes written evaluations of other employees.
- Makes recommendations of disciplinary actions of other employees.

TRAVEL REQUIREMENTS |
- Reliable transportation is necessary.
- Travel between schools, LCS buildings, and local areas is required.
- Minimal travel outside of the City of Lynchburg is required.
