The City of Bend is implementing an innovative HR service model in which HR Managers are embedded within specific departments while remaining closely connected to Central HR. The Department HR Manager provides full-service HR functions to the assigned department including employee and labor relations, maintaining job descriptions, performance management, strategic planning, and recruitment.
This recruitment will fill the first-ever Department HR Manager for the City’s Central Services Departments including the City Manager’s Office, Office of Performance Management, Information Technology, Risk and Emergency Management, Communications, Finance, and Legal. This role supports the teams that support the City’s core services and collaborates closely with Central HR.

The ideal candidate is an experienced HR professional with strong collaboration, problem solving, and relationship skills who can work well with executive-level managers in a variety of programmatic areas. We are looking for an innovative thinker who recommends creative solutions to solve people problems, while understanding the organization-wide impact of department-level decisions. A solid grasp of local government norms and equity principles will help accelerate performance objectives.

Working knowledge of human resources practices and procedures
Principles of equity and inclusion
Hiring practices including recruitment processes and interviewing techniques
Investigatory and report-writing practices
Practices and principles of performance management and performance improvement
Techniques for documenting behavior and disciplinary actions
Human Resources professional certification
Public sector HR experience
