Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer. 

NATURE OF WORK
Under general supervision, performs human resources work and employee relations; including, unemployment, Family Medical Leave Act (FMLA) and other programs as required or assigned; this position has county wide responsibility.

Nature of Work

(Illustrative Only) Conducts investigations such as harassment, discrimination, employee misconduct and/or employee complaints by interviewing involved individuals and gathering related documents; prepares reports of findings and submits to HR department management team; handles employee relations issues for positive resolution and effective working relationships and maintaining high standards of confidentiality; trains employees in County departments in such subjects as general employee orientation, customer service, employment laws, and workplace harassment; ensures compliance with county rules and regulations, state and federal laws; researches and compiles information; investigates unemployment claims to determine compensability and takes appropriate actions based upon investigation; writes and reviews reports summarizing investigative evidence, performance correction notices, justifications and memos; maintains manual and electronic documents, files and records (e.g. EEOC, ADA, FMLA, etc.) for the purpose of providing accurate information in compliance with the State Library retention schedules; supports the Chief Human Resources Officer,, Chief Deputy Human Resources Officer and Employee Relations Supervisor in compiling and researching data for various personnel and special projects; collects, compiles and analyzes data for various personnel and special projects; counsels employees with written recommendations for action to HR department management team; coordinates with Appointing Authorities in the grievance and disciplinary hearings and appeals; coordinates FMLA and ADA programs for supervisors and employees; coordinates employee appreciation and recognition programs; conducts job audits, analysis and recommends appropriate reclassifications grades; writes and revises job specifications; coordinates and conducts exit interviews to identify problems and solutions; interprets County rules regarding human resources matter for staff; submits and monitors tuition reimbursement requests, coordinates processing with departments and employees; prepares, coordinates and processes tuition reimbursement and loan repayment assistance (LRAP) programs; may be require to provide assistance in other areas within Human Resources department; ensures compliance with county rules and regulations, state and federal laws; researches and compiles information; assists in providing information for compensation surveys; collaborates with HR Training Representatives to create effective employee/manager training programs; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Bachelor's Degree in human resources, communications, public administration or a closely related field and three (3) years of experience in human resources OR an equivalent combination of education and experience; must possess and maintain an Arizona driver's license; requires successful completion of a background check.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; laws, rules, regulations, and court decisions applicable to Human Resources functions; investigative and analytical techniques, procedures, and requirements; current trends in employee relations; Principles and practices of organizational behavior; the Health Insurance Portability and Accountability Act of 1996; relevant information regarding privacy laws related to access and release of protected medical information; Federal and State laws and regulations governing Workers’ Compensation; Regulatory requirements established by the occupational Safety and Health administration (OSHA); Principles and practices of organizational behavior.

Must possess excellent organizational skills, be willing to constantly adjust to change, have the ability to organize and prioritize deadlines, demonstrate a professional demeanor, work well independently, have the ability to handle a variety of tasks, be detailed and have excellent follow-up skills.

Working Environment

The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; working at a computer monitor for extended periods required; the job is performed under minimal temperature variations and in a generally hazard free environment.
