The State Highway Administration's (SHA) Office of Administration, Employer-Employee Relations Division is currently recruiting for an Employer-Employee Relations Representative (Management Advocate I) position in Baltimore City. This position is open to anyone who meets the minimum qualifications listed below. This is a position specific recruitment. Nature of Work: The Employer-Employee Relations Representative performs at the journey and professional levels in employer-employee relations and serves as an advocate for management in formal adjudicatory settings. The primary responsibilities includes conducting and representing the Agency at administrative hearings, settlement conferences, and grievance conferences; preparing and presenting grievance and disciplinary appeal cases before the Maryland Office of Administrative Hearings (OAH) and the Maryland Department of Transportation; drafting and arguing administrative law documents such as motions, briefs, and subpoenas; responding to discovery requests; and conducting direct and cross-examination of witnesses. Additional duties include assisting management with investigations into employee misconduct and performance concerns; developing investigative methodologies; and recommending appropriate disciplinary or corrective actions. The Employer-Employee Relations Representative also reviews and drafts disciplinary and corrective action memoranda, advises management on compliance with State and Federal policies and Memorandums of Understanding (MOUs), and provides guidance on agency procedures. The incumbent may also be responsible for scheduling and conducting Step One grievance conferences and issuing decisions on behalf of the Agency. This position requires immediate proficiency in administrative law proceedings, writing, and oral advocacy, as candidates must demonstrate the ability to perform these functions effectively.

Qualifications

Minimum Qualifications:
EducationA bachelor's degree from an accredited college or university.

Experience: Three (3) years of professional experience in employee or labor relations, of which one year must include representing management before an administrative law judge in hearings at the Office of Administrative Hearings, or similar adjudicatory setting, that involve all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis.

Selective Qualification: One and a half (1.5) years of experience preparing and presenting cases before an administrative body such as an Administrative Law Judge or comparable authority.

PREFERRED QUALIFICATIONS:

The ideal candidate will possess the following:

  • Ability to communicate effectively both orally and written 
  • Ability to handle multiple assignments
  • Ability to exercise initiative and sound judgment
  • Ability to present in front of an audience
  • Experience in handling employee relations and/or HR matters
  • Ability to make legal arguments on behalf of management and the agency

Note: Possession of a Juris Doctor (J.D.) degree from an accredited law school may be substituted for the required experience.

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
