Summary


Public Health – Seattle & King County is seeking a Term-Limited Temporary (TLT) or Special Duty (SDA) Project/Program Manager III (Health Care Compliance Training Manager) to join its growing team. This position will manage departmentwide health care compliance training as well as help to create efficient, effective and sustainable workforce training using tools and resources the County currently provides. This position is located in the Health Care Compliance Program within the Administrative Division. The Health Care Compliance program is a dedicated team, responsible for helping to ensure Public Health is in compliance with relevant health care regulatory requirements.


Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last one (1) year (with the possibility of an extension). However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.


This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

Typical work schedule for this position will be Monday through Thursday - 32 hours per week, generally but days of the week may be flexible and up for discussion. This is an exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.


Remote and Onsite Work

The Health Care Compliance team works in a hybrid model, with in office days as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104. This position requires the ability to travel to various Public Health clinic locations as needed for training. 

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

  • Manage  the daily operations of the Health Care Compliance Training Program.
  • Explore and understand the County tools used to create, deliver and track training.
  • Explore and understand how current training tools and systems interact, including the benefits and drawbacks.
  • Determine the most efficient and effective training model.
  • Create standard training criteria that meets the principles of adult learning, ERSJ and ADA.
  • Utilize O365 tools and platforms for workforce training and general communication.
  • Establish and maintain training enrollments for all workforce.
  • Work with program Subject Matter Expert's (SME’s) to create and implement training.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Five (5) years or more experience creating, managing, and delivering workforce training using various tools and platforms, including eLearning software, authoring tools, and the LMS.
  • Experience using O365 collaboration tools such as SharePoint and Teams to communicate and coordinate training development and reporting.
  • Experience creating inclusive training content with diverse representation and accessibility.
  • Attention to detail, analytical thinking and strong problem-solving skills.
  • Demonstrated communication skills (written, verbal, presentations, etc.).
  • Ability to collaborate, cooperate and build effective relationships within a team.
  • Ability to collect and use data for program and training improvements.
  • Skilled and knowledgeable in the concepts of adult learning and ADA best practices.

 The most competitive applicants will have the following experiences and qualifications (Desired): 

  • Six to eight (6-8) years of experience creating, managing, and delivering workforce training using various tools and platforms, including eLearning software, authoring tools, and the LMS.
  • Experience with health care compliance and regulatory provisions such as HIPAA.
  • Bachelor of Arts degree in relevant field.
  • Expert knowledge and experience using O365 collaboration tools such as SharePoint and Teams to communicate and coordinate training development and reporting.
