Employee Benefits
- Coordinates employee benefit program and consults with employees and vendors regarding eligibility for the following insurance options and benefits:
- Health insurance plans
- Dental insurance plan
- Life insurance coverage selections for basic and voluntary life
- Long term disability benefit
- Flex Spending plans
- Assists employees with explanations of the benefits, instructing them of enrollment timelines and procedures.
- Reviews and provides recommendations in the viability of current benefits programs such as health insurance, life insurance, dental insurance, long term disability, vision discount program, Flex Spending plan, IPERS, leaves of absence and Employee Assistance Program.
- Maintains electronic connections to vendors and updates all records appropriately. Tracks individuals coming in and going off each benefit for government reporting purposes.
- Administers COBRA notifications and payments and updates vendors.
- Manages and monitors ACA compliance in regards to employees benefit eligibility.
- Coordinates requests/responses for employee Family and Medical Leave and Leave of Absences and tracks time used. Communicates to employees and managers on time away.
- Assists employees with Iowa Public Employees’ Retirement System benefits.
HR Operations and Payroll
- Serves as the primary processor for hospital’s bi-weekly payroll in accordance with Wage and Hour guidelines and trains new employees on the electronic timekeeping system.
- Maintains compliant employee, volunteers, student, and contracted personnel records and keeps photo files of hospital staff members current on the hospital’s Intranet site.
- Supports the annual review process by recording evaluations completed and merit calculations.
- Responsible for completing initial orientation and completing compliance records with incoming new hires, students, volunteers and contracted staff as required.
- Enters, receives, tracks and maintains updated electronic and paper personnel file records with all relevant information as required
- Tracks and maintains updated electronic and paper personnel file records with all relevant information such as BLS, ACLS, professional licensure, TNCC, professional certification renewals as needed
- Maintains compliant employee personnel records and keeps photo files of hospital staff current on the hospital’s Intranet site.
- Assists with the preparation and execution of market surveys and increases.
- Assists in unemployment claims; files, data, responses & hearings.
- Assists with preparation and dissemination of information from employee engagement surveys.
- Coordinates ongoing employee data changes and communicates regularly with the HR team.
- Assists in collecting and compiling data into reports used in HR operations and metrics.
- Assists in performance improvement projects related to Human Resources.
- Assists with training and development requests.
Recruitment and Onboarding
- Cross trains & is familiar with duties of the Recruiting & Retention Coordinator to serve as back-up
Basic Clarke County Hospital (CCH) Performance Criteria
- Demonstrates Clarke County Hospital Standards of Behaviors as well as adheres to hospital policies and procedures and safety guidelines.
- Demonstrates ability to meet business needs of department with regular, reliable attendance.
- Employee maintains current licenses and/or certifications required for the position.
- Practices and reflects knowledge of HIPAA, DIA, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
- Completes all annual education and competency requirements within the calendar year.
- Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.
Qualifications
Education: Associates Degree in Human Resources or related field or equivalent work experience in Human Resources. Preferred: Bachelors Degree in related field.
Experience: Preferred: Three or more years of experience in HR or similar regulated area. Work experience in CAH (Critical Access Hospital).
License(s)/Certification(s): Valid driver's license when driving any vehicle for work-related reasons. Preferred: SPHR, PHR, CHRS, or SHRM certification.
Knowledge/Skills/Abilities: High attention to detail. Communication skills. Computer and software knowledge. Organization & Time management. Problem Solving. Knowledge of Microsoft Excel. Interpersonal skills. Preferred: Knowledge of FLSA, COBRA, ACA, EEOC, and OSHA regulations
Shift and Schedules: Monday-Friday; 8am-4:30pm; 40 hours per week - No Holidays, No Weekends
