Position Summary

The HR Recruitment Partner assists the Vice President of Human Resources with the College of Southern Maryland Workforce Plan design, development, execution and assessment. HR Recruitment Partner responsibilities include coordinating with hiring managers, identifying job requirements and determining qualification criteria for candidates. Knowledge of online and offline sourcing techniques is a must. This position will rely on environmental scanning, labor-market research, and the use of metrics to determine and measure trends, evaluate progress, forecast future staffing needs (workforce planning), and implement successful recruiting strategies to meet the college’s goals. Work is performed under moderate supervision.

Reports to: Director II, Talent Acquisition and Recruitment

The College of Southern Maryland conducts background checks in order to ensure the safety and well-being of the College's staff and students.  The final candidate for this position will be subject to the following background checks:  Criminal History Check and Sex Offender Registry Check.
 
The hiring salary for this position will be from the min to mid-point of the salary range advertised. This position is open until filled. The College of Southern Maryland is an Equal Opportunity Employer. 

Specific Duties and Responsibilities

Recruitment Management – 80%

  • Partner with hiring managers to identify current and future personnel needs
  • Determine optimal job advertising mix and sourcing strategies, including job boards, careers pages and social networks
  • Help identify and source qualified candidates by leveraging online recruiting resources; employee referral; network referrals; etc.
  • Review recommended new hire documents
  • Process MVR and Criminal Background Checks
  • Provide consultation and training to hiring managers regarding recruitment and selection processes as well as interviewing.
  • Participate in recruitment events and job fairs to network with potential candidates in-person
  • Review job descriptions to ensure they capture role requirements
  • Advise hiring managers on interviewing and evaluation methods
  • Remains current on trends and innovative recruiting techniques in order to compete within the college marketplace
  • Provide consultation and training to hiring managers regarding recruitment and selection processes as well as interviewing.
  • Calculate and ensure salary offers are equitable
  • Responsible for the quality of applicant and candidate information, including the Applicant Tracking System (ATS) and the College of Southern Maryland Human Resources Information System (HRIS). Provides technical assistance to internal users, adds/removes users, and troubleshoots system issues.
  • Assist in the onboarding process for new hires
  • Participate in interviews on an as needed basis

Recruitment Administration 20%
  • Serves as the State Ethics Coordinator
  • Maintain authorized drivers’ records
  • Prepare and monitor turn over and retention rates
  • Supports annual CSM programs, HR cycle deliverables to include performance management; compensation and benefit change programs; benefits open enrollment; etc.
  • Maintain and update recruitment standard operating procedures

Additional Duties:
  • Performs other recruitment related duties as assigned.

Minimum Education and Training

  • Bachelor’s degree in human resources, Business Administration, or related field.
  • Four years’ experience in HR or Recruitment.
  • Proficient with Microsoft Office Suite.

Preferred Education and Experience:
  • Proficient knowledge and experience using Applicant Tracking software and Human Resources Information System preferred
  • PHR or SHRM-CP preferred

Minimum Qualifications and Standards Required

Knowledge, Skills and Abilities:

• Proven work experience as a Recruitment Business Partner, Recruiter, or similar role
• Understanding of full cycle recruiting
• Hands-on experience with candidate sourcing and interviewing
• Familiarity with Applicant Tracking Systems and resume databases
• Thorough knowledge of labor legislation
• Excellent verbal and written communication skills
• Ability to network via social media and other professional platforms
• Ability to provide excellent and responsive customer service
• Excellent computer software skills including Microsoft Word Suites, and various database software
• Ability to multi-task, balance multiple priorities, and handle interruptions
• Strong attention to detail required for complex data entry into payroll system
• Ability to work independently
