HR Manager

The HR Manager plays a key role in partnering with the Director of Human Resources to drive impactful HR initiatives across the organization. This position offers the opportunity to lead meaningful work in employee relations, oversee competitive compensation and retirement programs, and leverage HR data to inform strategic decision-making.

Reports To: Director of Human Resources

Physical Requirements: Normal Office Environment

Work Environment: Normal office environment

Schedule: Full-time, 37.5 hours per week

Qualifications:

  1. Bachelor's degree in Human Resources or a related field and minimum of 3 yrs of human resources experience preferred or High school diploma and minimum of 5 years of human resources experience required.
  2. PHR/SPHR certification preferred or willingness to obtain.
  3. Strong analytical and problem-solving skills with attention to detail.
  4. Working knowledge of ABRA, Kronos, and Crystal preferred.
  5. Ability to take initiative, work independently, set priorities and meet deadlines.
  6. Sensitivity to agency needs, employee goodwill, and public image.
  7. Strong knowledge of Microsoft Office Suite.
  8. Must be able to read, write and speak the English language.
  9. Valid NYS drivers license and reliable transportation required.

Essential Responsibilities:

  1. Manage employee relations matters, including investigations, discipline, staff advisement, and exit interviews.
  2. Administration of agency compensation and retirement programs.
  3. Maintain and update employee handbooks and HR policies.
  4. Support development and monitoring of Affirmative Action Plans.
  5. Create, analyze and report HR metrics (e.g., turnover, new hires by department).
  6. Prepare and submit required annual reports (e.g., EEO-1, Veterans reporting).
  7. Supervision of assigned staff.
  8. Serve as HRIS Administrator, ensuring data integrity and system functionality
  9. Other duties as assigned.
