Human Resources Manager (HR & Compliance)<\/span><\/b>
<\/p>Job Summary<\/span><\/b>
<\/p>The Human Resources Manager leads HR function
with a balanced emphasis on Compliance (40%), People Operations (30%), and
Recruiting (30%). Operating within a construction/trucking context, this role
partners with leadership and field teams to ensure regulatory adherence,
strengthen a high -trust, safety -first culture of accountability, and drive
effective talent acquisition. The position is hands -on and requires sound
judgment, executive -level communication, and the ability to initiate and deliver
projects independently while collaborating closely with our PEO and Safety.<\/span>
<\/p>Duties & Responsibilities<\/span><\/b>
<\/p>Compliance (40%)<\/span><\/b>
<\/p>- Establish and oversee the HR compliance framework,
including policy governance, training cadence, internal audits,
documentation standards, and corrective action plans; ensure alignment
with federal and Arizona regulations (e.g., FLSA, ADA, FMLA).<\/span>
<\/li>- Partner with Safety and the PEO on incident/accident
response, investigations, documentation quality, and timely execution of
corrective actions.<\/span>
<\/li>- Oversee DOT/FMCSA–related HR requirements (e.g., driver
qualification files, MVR reviews, Clearinghouse queries, medical cards)
and coordinate drug/alcohol testing administration with third -party
providers; maintain compliance calendars and expiration tracking.<\/span>
<\/li>- Ensure I -9/E -Verify integrity through periodic
self -audits; advise on classification, overtime, wage and hour, and leave
administration.<\/span>
<\/li>- Lead PEO governance for HR compliance, payroll
accuracy, benefits administration, handbook alignment, and quarterly
service/audit reviews; coordinate responses to regulatory or customer
compliance inquiries.<\/span>
<\/li><\/ul>People Operations (30%)<\/span><\/b>
<\/p>- Advise leadership on organization design, performance
management, investigations, and separations; ensure documentation is
consistent, accurate, and defensible.<\/span>
<\/li>- Develop and track manager and employee training (HR
fundamentals, anti -harassment, supervisory essentials, compliance
refreshers) to verified completion.<\/span>
<\/li>- Improve operational workflows across onboarding,
payroll inputs, personnel file maintenance, and HRIS data integrity;
establish metrics and audit routines.<\/span>
<\/li>- Communicate policies and expectations clearly and
professionally to both office and field teams.<\/span>
<\/li><\/ul>Recruiting (30%)<\/span><\/b>
<\/p>- Own the recruiting function end -to -end (sole
lead): workforce planning, sourcing, screening, interviewing, selection,
offers, and onboarding handoff.<\/span>
<\/li>- Build sustainable pipelines for field roles through
referrals, trade schools, community partners, and targeted local
advertising; engage agencies selectively.<\/span>
<\/li>- Maintain a professional candidate experience while
meeting time -to -fill targets and improving 90 -day retention for priority
roles.<\/span>
<\/li><\/ul>Ideal Candidate Profile<\/span><\/b>
<\/p>- Human Resources experience within construction and/or
trucking/transportation, with a clear understanding of field operations
and compliance requirements.<\/span>
<\/li>- Recent roles weighted toward HR compliance, including
audits, documentation standards, and corrective action planning.<\/span>
<\/li>- Executive -level communication and professional
presence; operates effectively with minimal guidance at the leadership
interface.<\/span>
<\/li>- Hands -on leader and self -starter who takes
ownership of new initiatives and delivers results.<\/span>
<\/li><\/ul>Required Skills & Abilities<\/span><\/b>
<\/p>- Working knowledge of OSHA interface (in partnership
with Safety/PEO), DOT/FMCSA, wage and hour, leave laws, and Arizona
employment regulations.<\/span>
<\/li>- Experience with PEO administration, HRIS, E -Verify,
FMCSA Clearinghouse, and rigorous recordkeeping practices.<\/span>
<\/li>- Excellent written and verbal communication; strong
interpersonal, negotiation, and conflict -resolution capabilities.<\/span>
<\/li>- Superior organization, attention to detail, and
analytical problem -solving; able to prioritize and delegate appropriately.<\/span>
<\/li>- Demonstrated integrity, professionalism, and
confidentiality.<\/span>
<\/li>- Fluency in English required; Spanish bilingual
preferred.<\/span>
<\/li>- Proficiency with Microsoft Office and the ability to
learn HRIS/ATS tools quickly.<\/span>
<\/li><\/ul>Education & Experience<\/span><\/b>
<\/p>- Bachelor’s degree in Human Resources, Business
Administration, or a related field required.<\/span>
<\/li>- 7–10 years of progressive HR experience, including
3+ years in compliance -intensive environments (construction/trucking
strongly preferred).<\/span>
<\/li>- Prior PEO experience preferred.<\/span>
<\/li>- SHRM -CP/SCP or PHR/SPHR preferred.<\/span>
<\/li><\/ul>Physical Requirements<\/span><\/b>
<\/p>- Prolonged periods working at a computer and desk.<\/span>
<\/li>- Ability to lift up to 15 pounds on occasion.<\/span>
<\/li>- Ability to access and navigate departments across
company facilities.<\/span>
