Job Description:
Position Summary
Leads and supports organizational development initiatives and strategic HR projects that enhance workforce effectiveness, employee engagement, and operational performance. Serves as a key partner to the HR team and organizational leaders by driving programs, facilitating change, and implementing solutions that strengthen culture, leadership capability, and organizational alignment.
Key Responsibilities
Organizational Development & Employee Growth
- Designs, implements, and evaluates organizational development strategies that support employee engagement, leadership development, and overall workforce effectiveness.
- Coaches and advises employees and leaders at all levels to enhance performance, collaboration, and professional growth.
- Facilitates group discussions, workshops, and leadership conversations to promote communication, alignment, and team effectiveness.
- Partners with departments to assess workforce needs and develop solutions that build organizational capability and support strategic goals.
HR Project Management & Strategic Initiatives
- Leads and manages multiple HR projects simultaneously, ensuring timely execution, stakeholder alignment, and measurable outcomes.
- Develops project plans, tracks progress, and communicates updates to HR leadership and key stakeholders.
- Supports the implementation of HR programs, policies, and initiatives across the organization.
- Analyzes data and feedback to identify trends and recommend improvements to HR practices and organizational effectiveness.
Organizational Support
- Identifies opportunities to improve HR processes, workflows, and service delivery across HR functions.
- Collaborates closely with HR team members to support cross-functional initiatives and ensure consistent application of policies and practices.
- Acts as Emergency Coordinator for the department and participates in citywide emergency planning, drills, and employee status reporting.
- Performs other duties as assigned.
Basic Qualifications
- Bachelor’s Degree with 5–7 years of related experience in human resources, organizational development, or a similar field
- Or an equivalent combination of education and experience
- Valid driver’s license
- Strong working knowledge of Microsoft Windows, Outlook, Excel, and Word or similar software
Preferred Qualifications
- Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred
- Experience in human resource management and project management strongly preferred
Other Necessary Requirements
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or other emergency schedules necessary to meet the City’s needs
- May require evenings, weekends, and holidays as scheduled
