Position Description 

Performs a diverse array of professional and confidential human resource management responsibilities.  This position has direct accountability for staffing recruitment and selection and onboarding processes.  Responsible for a variety of regulatory compliance duties including employment, benefits, human resource administration, data and records management in compliance with federal, state and county human resources laws, regulations, policies and practices.  Serves as central point of contact for internal and external customers.

Essential Duties and Responsibilities

  • Oversees comprehensive human resources functions including recruitment, benefits, and HR administration in compliance with county, state, and federal regulations.
  • Manages the full recruitment lifecycle and onboarding/off-boarding processes; serves as subject matter expert and system administrator for HRIS recruitment, onboarding, benefits, and performance management.
  • Partners with payroll to administer employee benefits, open enrollment, COBRA, and reconciliation of payroll and benefit accounts.
  • Administers FMLA, workers’ compensation, unemployment, wellness, and DOT drug and alcohol programs; ensures compliance reporting; supports policy and labor agreement development; provides HR training and communications; manages performance management systems; supports data analysis, reporting, and records retention.

Qualifications and Knowledge, Skills and Abilities

Minimum qualifications

  • Bachelor’s Degree in Human Resource Management, Business Administration, Accounting or related field (i.e. emphasis in Management, Industrial Relations, Organizational Development) and 3 years work experience directly in a human resources position of similar nature and scope of responsibility OR Equivalent combination of education and/or work experience

Knowledge, Skills and Abilities

Knowledge:  Office procedures and practices. Principles and practices of human resources administration. Federal, state and county human resources laws, regulations, policies and practices. Adhere to all laws, statutes, policies and rules with the essential level of confidentiality and safety required of the position.

Skills: Time management, under strict timelines and administrative requirements. English grammar, punctuation and vocabulary. Customer service. Advanced computer skills. Proficient in using automated systems relevant to the position.  Communicate effectively both orally and in writing with all stakeholders relevant to the position.  Detail-oriented with strong organizational skills, accuracy, and problem solving.

Abilities: Attend trainings/meetings, on an as needed basis, via a reliable means of transportation. Maintain strict confidentiality. Establish and maintain effective working relationships.  Follow established procedures and directives from supervisors.  Organize work effectively and handle a wide variety of duties; provide attention to detail. Work independently and make appropriate decisions in a prompt and efficient manner. Prioritize workload and meet multiple deadlines; multi-task; be flexible with work demands. Work in a changing environment.

Preferred Qualifications

  • Work experience: processing payroll (preferably 75+ employees); administering benefits, FMLA, unemployment, worker’s compensation, recruitment and selection
  • Work experience with Human Resource Information System (HRIS) (UKG or equivalent)
  • Human Resource Certification
  • Work experience in a government HR department
  • Work experience in a union environment as either a HR representative or union representative

Physical Requirements

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
