Pay for contracted classified employees is distributed once/month on the last business day of the month. Pay for employees who work less than full year is spread through August. Questions concerning pay processes may be directed to the Personnel Office.

 

Job Description: HR Specialist – Classified Personnel

Responsible to: Executive Director of Human Resources

Work Year: 260 days per year, 8.0 hours per day (Exempt)

General: The Human Resources Specialist for Classified Personnel supports the Human Resources Department in processing employment actions, onboarding, managing employee records, and ensuring compliance with labor agreements and regulatory requirements. This position serves as a critical point of contact for district staff, administrators, and external partners related to classified employment functions. Duties require accuracy, initiative, professional judgment, discretion, and confidentiality.

Minimum Qualifications:

  • High school diploma or equivalent required; Associate’s degree in a related field preferred
  • Three (3) years of progressively responsible administrative or HR experience; school district experience preferred
  • Proficiency with Google Workspace, Microsoft Office, and HRIS systems such as Skyward/Qmlativ
  • Ability to maintain accurate records and manage multiple databases and platforms
  • Strong interpersonal, written, verbal, and public speaking skills
  • Ability to prioritize tasks, work independently, and exercise sound judgment under tight deadlines
  • Ability to work as part of a team
  • Demonstrated professionalism, discretion, and ability to perform in high-stress environments (e.g., bargaining, investigations)
  • Bilingual skills desirable
    Ability to maintain regular attendance and flexibility to work beyond a standard 40-hour workweek as needed
  • Commitment to confidentiality, customer service, and adherence to district policies and professional conduct

Position Responsibilities:

  • Professionally interact with employees, administrators, and the public
  • Enter classified employment contracts monthly for payroll
  • Prepare the classified employee budget
  • Participate in monthly contract maintenance meetings with classified bargaining groups and attend on bargaining sessions as a notetaker and consultant
  • Maintain an in-depth understanding of all classified collective bargaining agreements (CBAs) to provide accurate guidance and interpretation to employees, supervisors, and administrators
  • Coordinate recruitment, hiring, and onboarding processes for classified positions, including job postings, screening, fingerprinting, and required employment documentation (e.g., I-9, W-4, certifications)
  • Maintain accurate and confidential personnel files for classified employees
  • Submit bi weekly new hire reporting to the Department of Social & Health Services
  • Track annual training compliance and send reminders; create or revise training materials as needed
  • Process classified employment actions including hires, transfers, separations, and board approvals; prepare Personnel Reports for the School Board and ensure supporting documentation is complete
  • Monitor and track probationary timelines and evaluations for classified staff
  • Assist with preparation and submission of state-required grant applications (e.g., paraeducator training reimbursement grant)
  • Respond to internal and external requests for personnel data, including public records, audits, and state/federal reporting requirements
  • Serve as a knowledgeable resource regarding district policies and procedures
  • Maintain flexibility, professionalism, and confidentiality while working under pressure and frequent interruptions
  • Manage professional development funds for classified employee groups and provide reports as needed
  • Create and update classified job descriptions as needed
  • Perform other duties as assigned

Education and/or Experience: High school diploma or equivalent required; Associate degree or formal training beyond high school preferred. At least three years of experience in payroll and/or accounting, preferably in a school district or public sector environment.

Language Skills: Ability to read, interpret, and apply written documentation including policies, procedures, and labor agreements. Ability to write clear, concise correspondence and communicate effectively in one-on-one or group settings.

Mathematical Skills: Ability to calculate figures such as percentages, ratios, and payroll-related formulas. Comfortable performing basic algebra and accounting computations.

Reasoning Ability: Ability to solve practical problems and interpret a variety of instructions furnished in written, oral, or diagram form. Capable of making independent decisions within established guidelines.
