In anticipation of a contract award, we are seeking an experienced HR Specialist II (Policy Writer) to lead the development and implementation of human capital policies and internal controls that align with federal regulations, agency objectives, and best practices. Hiring Timeframe: Upcoming

Work Location: Washington, D.C. metro area – This position offers a hybrid work environment with both onsite and remote work depending on agency needs. Seventh Sense will support your commute by contributing over $1,500 annually to your Transportation FSA.

Key Responsibilities:
 
  • Lead the drafting, review, and finalization of federal human capital policies, special studies, white papers, and case documentation.
  • Design and implement internal controls to support agency-wide compliance and operational efficiency.
  • Analyze legislative and regulatory changes to ensure agency policies remain compliant and forward-looking.
  • Collaborate with cross-functional stakeholders to identify gaps, develop solutions, and translate strategic goals into practical policy deliverables.
  • Present findings and recommendations through briefings, written reports, and visual presentations tailored to leadership audiences.
  • Serve as a trusted advisor to HR leadership, offering insight and novel approaches to address emerging workforce challenges.

Required Qualifications:
 
  • Minimum of six (6) years of experience supporting a federal agency in a policy writing or strategic HR capacity.
  • Demonstrated expertise in drafting comprehensive HR documentation, including white papers, internal studies, and case analyses.
  • Prior experience working within the Executive or Legislative Branch as an HR Specialist is highly preferred.
  • Exceptional writing and editing skills with a strong focus on clarity, structure, and attention to detail (writing sample required).
  • Strong analytical and research abilities; able to distill complex regulations and data into actionable insights.
  • Excellent organizational and project management skills; capable of managing competing priorities in a dynamic environment.
  • Outstanding interpersonal and customer service skills; able to build credibility with both inl and external stakeholders.
  • Proficiency in Microsoft Excel, Visio, PowerPoint, and MS Project.

Salary Range: $88,000 – $112,000 annually, based on experience, qualifications, and hands-on proficiency with federal staffing systems. This range reflects market rates for HR professionals in the Washington, D.C. area with USAStaffing familiarity and federal merit staffing experience.
