PRIMARY FUNCTION:  Performs a variety of key technical processes in the administration of over 750 full and part-time employees. The incumbent is tasked with ensuring all technical processes supporting human resources management are completed accurately, timely, and thoroughly. Incumbents are expected to develop a high level of proficiency in using the human resources systems while understanding SECEP Board policies and associated rules and regulations.

 

QUALIFICATIONS: Completion of high school; coursework in business practice, accounting, and computerized accounting and database maintenance highly desired; experience in a human resources/personnel office, preferably with a public school system.

 

SUPERVISION: This position reports to the Director of Human Resources

ESSENTIAL RESPONSIBILITIES:

  • Screens visitors, assisting them and responding to inquiries as required; answers telephone and responds to routine inquiries; screens incoming calls or refers caller to the appropriate person.
  • Assists in supporting the initiation of advertising positions via various media outlets.
  • Assists human resources staff in conducting recruiting functions, including attending those functions when needed.
  • Prints and prepares applications for review.
  • Schedules applicants for interviews, meetings, and trainings.
  • Maintains an electronic file on all employees, which consists of preparing the paperwork pertaining to employees and applicants.
  • Assists in the process of all personnel action reports for the signatures of the proper approvers.
  • Inputs all initial employment data into MUNIS as directed.
  • Ensures prospective employees undergo a complete background check, including initiating fingerprint paperwork and back-up screening, which will be forwarded to reviewing agencies.
  • Ensures social services paperwork is initiated and forwarded to reviewing agencies.
  • Monitors, prints, and files the 45-day and 90-day appraisals for newly hired classified staff.
  • Monitors, prints, and files interim and summative appraisals for classified and professional staff.   
  • Prepares and files personnel records in the proper location (electronic/physical records).
  • Manages the electronic document system to ensure the accuracy of scanned documents.
  • Manages tuition reimbursement.
  • Manages communication regarding and the maintenance of workers’ compensation documentation.
  • Plans for and conducts new employee orientation by ensuring employee packages are prepared, including assisting with new employee orientation as requested.
  • Utilizes a variety of office equipment, including information systems/computer technology, to carry out human resources essential functions, including filing data, updating computer files, and purging files.
  • Assists in maintaining the supervisor’s or other administrator's schedule, appointments, meetings, etc.
  • Serves as a backup support for the Human Resource Information and Technology Assistant.
  • Performs other duties as required.

 

MARGINAL RESPONSIBILITIES:

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

  • Performs all other duties as directed.

Equipment, Machinery, Tools, and Materials Utilization:  Requires the capacity to use equipment, devices, and/or materials used in performing essential functions.

 

Verbal Aptitude:  Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data, and information.

 

Mathematical Aptitude:  Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; requires the ability to utilize principles of fractions and/or interpret graphs.

 

Functional Reasoning:  Requires the ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to identify problem resolution.

Physical Ability:  Tasks may involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials.  Tasks may involve extended periods at a keyboard or workstation.

 

Sensory Requirements:  Some tasks require visual perception and discrimination.  Some tasks require oral communication ability.
