DEFINITION

Performs a variety of key technical processes in the administration of over 6,000 full and part time employees. Incumbent is tasked with ensuring all technical processes in support of human resources management are completed in an accurate, timely, and thorough manner. Incumbents are expected to develop a high level of proficiency in using the HR and Payroll systems while understanding School Board policies, and associated rules and regulations.

 

SUPERVISION

Work is performed under the general supervision of a human resources generalist.

 

DISTINGUISHING CHARACTERISTICS

This is a class assigned only to the Human Resources Department.

 

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed, not all incumbents perform all essential functions delineated.)

Screens visitors, assisting them and responding to inquiries as required; answers telephone and responds to routine inquiries, screens incoming calls, or refers caller to appropriate person.

Inputs all employment data into the Human Resources/Payroll System as directed.

Assists in the process of all personnel action reports for Human Resources Generalist’s signature.

Ensures prospective employees undergo a complete background check that includes initiating fingerprint paperwork that will be forwarded to reviewing agencies.

Ensures drug testing paperwork is completed by selected applicants for employment. Ensures social services paperwork is initiated and forwarded to reviewing agencies.

Incumbent must review returning results to determine acceptability of candidate prior to approval for further processing. Maintains an electronic file on all employees which consists of preparing the paperwork pertaining to employees and applicants.

Electronically file all hard copies of employee records.

Scan all appropriate documents as necessary.

Manage the electronic document system to ensure accuracy of scanned documents.

Schedule and maintain prospective applicants and employees for interviews and/or meetings.

Document all personnel management aspects of an employee’s history through completion of personnel action reports. Electronically and accurately record personnel actions which determine pay disbursements, vacation and sick leave, promotions, demotions, reassignments, and terminations.

Assist in supporting the initiation of advertising positions via various media outlets.

Assists human resources staff in conducting recruiting functions; including attending those functions when needed.

Responds to telephone and/or written inquiries from administrators and current and prospective employees.

Plans for and conducts new employee orientation by ensuring employee packages are prepared; to include assisting with new employee orientation as requested.

Utilizes a variety of office equipment, including information system/computer technology, to carry out human resources essential functions; to include filing data, updating computer files, and purging files.

Assists in the maintenance of supervisor’s or other administrator's schedule, appointments, meetings etc.

Performs other duties as required by the supervisor and/or the Chief Human Resources Officer.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

 

Thorough knowledge of the technical aspects of the NPS human resources activities to which assigned.

Good knowledge of applicable federal and state laws, regulations, and NPS policies and procedures for the accomplishment of the tasks to which assigned.

Good knowledge of clerical methods, English usage, general business practice, and terminology.

Good knowledge of computer operations, and use of applicable software.

Ability to understand, interpret, and follow detailed and complex instructions and guidelines, and to execute detailed work with accuracy.

Ability to utilize a computer keyboard at a reasonable speed and to input data accurately on a timely basis.

Ability to perform mathematical calculations rapidly and accurately.

Ability to maintain clerical records and prepare relatively complex reports from such records.

Ability to communicate clearly and concisely, both orally and in writing.

Ability to deal with employees and the public, tactfully and courteously, and to work harmoniously with other employees. Good organizational, time management, human relations, and detail orientation skills.

 

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

 

Completion of high school; coursework in business practice, accounting and computerized accounting and data base maintenance highly desired, experience in a human resources/personnel office, preferably with a public school system a plus.
