Job Description

The Iowa Judicial Branch (IJB), in Des Moines, Iowa, is seeking a Human Resources Business Partner to serve as a Staffing Partner and lead and administer the hiring and employment operations throughout IJB. This position will be responsible for collaborating with managers for all hiring activities.

The successful candidate will

  • review, update, and implement hiring policies, processes, analysis, and employment best practices and improvements.  
  • partner with managers to discuss position requirements and culture impacts.
  • be able to effectively interpret the position needs into effective and accurate job postings.
  • work with managers to develop and review job postings, selection matrices, and interview questions.

The successful candidate will have a thorough understanding of human resources laws and best practices. The successful candidate will have critical thinking skills, problem-solving skills, and strong communication skills to assist managers throughout hiring activities.

The pay range for this position is $58,219.20 - $92,040.00 annually. This is an FLSA-exempt position. The starting salary for new state employees is expected to be at the base of the pay range. Adjustments may be made if the successful candidate has relevant experience.

Summary

Partner with leadership and managers to align Human Resources matters and business operations with the Iowa Judicial Branch's mission and goals.

Examples of Duties and Responsibilities

Work closely with leaders to better understand the needs of the Iowa Judicial Branch. Provide guidance and insights on Human Resources (HR) topics to advance decision-making.

Remain current and enforce federal, state, and local employment laws.

Align HR best practices with business strategies and culture initiatives. 

Organize regular meetings with managers and provide HR advice on policies and best practices for employment and hiring practices. 

Advise on position management, onboarding, and retention strategies and best practices. 

Navigate career growth, identify critical positions, and succession planning.

Develop and present training and orientation.

Monitor HR metrics. Use data to identify areas for improvement and inform HR strategies. 

Other duties as assigned.

Minimum Qualification Requirements

Minimum Qualifications

The incumbent must meet the minimum requirements to qualify for the position.

  1. Bachelor’s degree. 
  2. Two (2) years of experience in a human resources role with responsibilities in areas such as compensation, labor and employee relations, policy administration, talent acquisition, recruitment, and performance management.  

Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience. 

Preferred Qualifications

  • Professional certification (i.e. HRCI or SHRM).
  • Experience in position management or hiring best practices.
  • Experience in HRIS systems (Workday is a plus)
  • Knowledge of HR records management.
  • Experience as HR in a government organization or agency.
