The Human Resources Business Partner/Generalist will support the Human Resources department with full life-cycle recruitment, HR and benefits administration, personnel, policy and procedures and HR compliance/regulations and laws.
Duties include but are not limited to:
Staffing
· This position will be responsible for staffing all positions, including the development of job descriptions.
· Coordinates with PM/Team Lead for employees LCAT, location (GOV, CTR, or OVHD), IT requirements, and FLSA classification.
· Posts open positions in the applicant tracking systems and on approved job boards.
· Sources, screens and participates or arranges interviews for applicants and maintains disposition of candidates in relevant systems.
· Regularly updates applicant flow log to ensure compliance with Affirmative Action Plan.
· Follows up with employees who are not selected in writing
· Prepares and distributes offers of employment
· Coordinates appropriate employment testing and conducts employment verifications.
· Ensures candidates have completed authorizations for background checks, and have been given a copy of Fair Standards in Credit Reporting Act document
· Coordinates completion of the background screen
· Will arrange coordination of job fairs and conferences, as needed
Onboarding
· Follows up with the related clerical aspects of employment, such as completion of required new hire forms, and notifying relevant departments of the employee’s start date.
· Enters employee relevant data in Costpoint.
· Coordinates employee on-boarding briefing with accounting and IT.
· Provides new employee information to Front Desk to schedule Meet and Greet with Executive Leadership
· Administers contract badging process
· Verifies eligibility of employment via E-Verify
· Enters new hires to the HRIS
· Provides benefit information, and reminder emails on eligibility for 401K Retirement Enrollment and New Hire Benefit Enrollment
Administrative
· Completes weekly reports on employee activity to include headcount, hires, retention rate (1-year cycle), terminations and employee turnover.
· Processes service awards
· Conduct benefit and other employment related surveys
· Responsible for maintaining compliant personnel files
· Responsible for maintaining the accuracy of the Active/Term I-9 documents and New Hire Reporting.
· Conducts employee benefit survey
· Works with benefit providers to determine benefits package, and provides recommendation to Executive team
· May assist with special projects, such as gathering HR data required for system implementation, the bid and proposal process, or by other agencies.
· Recommends new approaches, policies and procedures to effect continual improvement in efficiency of HR department, and services performed.
Employee Relations
· Provides guidance to line management regarding coaching, counseling, career development and employment laws. Escalate complex employee relations matters, interpretation of company policies and procedures and employment law to the Sr. Human Resources Consultant or Human Resources Manager.
· Manages the Professional Development, Tuition reimbursement programs
· Consults on disciplinary matters, or terminations
· Answers employee benefit questions or escalate them to the HR Manager/Sr. HR Consultant or the broker.
Offboarding
· Provides timely Notification to department managers of an employee separation
· Processes employee separation with benefits portal
· Processes terminations with Security/Contract Badging
· Advises accounting of required last paycheck requirements
· Conducts and documents exit interviews.
· Provides Executive team with lessons learned from exit interviews
· Professional in Human Resources (PHR) Certification desired
· A minimum of four years of experience as a HR Generalist
· Working knowledge of federal and state employment laws, particularly those related to government contractors
· Experience recruiting for Cleared (Public Trust/Secret/Top Secret) positions is desired.
· Strong interpersonal skills for interacting in a courteous, timely and diplomatic manner with all levels of employees and stakeholders
· Ability to handle sensitive and confidential information with discretion, and in accordance with applicable law
· Proficient in MS Office Suite and Virtual Meeting platforms
· Demonstrated ability to handle complex situations and demonstrate sound judgement and problem-solving

EDUCATION: Bachelor’s degree required in human resources or related field with 4 years of experience. .
SALARY: $70,000 - $80,000 depending on experience and education levels. JMA offers a full benefits package including vision, health, dental, life insurance, as well as a 401k match.
