POSITION SUMMARY

The Human Resources Business Partner (HRBP) provides professional and consulting support in the functional areas of human resources management to include management practices, general employment practices, recruitment and selection, human resource development, compensation and benefits, employee and labor relations, training, and health and safety. This position is anticipated to support the Englewood Police Department as the primary client group. Other client groups may also be supported based on business necessity. This position is differentiated from the Sr. Human Resources Business Partner position, as this position will not act as the project manager for Human Resources projects in addition to the business partner duties. However, this position will assist Human Resource Department initiatives in a supporting role.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

  • Works with a high level of confidentiality.
  • Partners with departments to provide human resource assistance regarding operations.
  • Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Provides guidance and input on organizational development, workforce planning and succession planning.
  • Makes recommendations regarding hiring, advancement or discipline of employees
  • Facilitates the resolution of conflicts involving employees through counseling, meetings with supervisors, and investigations of complaints.
  • Identifies training needs for departments and individual coaching needs.
  • Interprets and advises employees and management on Federal and State regulations.
  • Provides professional assistance and support to City employees on issues such as employment, compensation, benefits, training and development, employee/labor relations, and the interpretation of City policies and procedures.
  • Serves as a point of contact for supervisors, employees, and other HR staff, researches information, explains actions and provides information on procedures.
  • Assists managers with the Performance Evaluation process by answering questions, reviewing evaluations for legal compliance, adherence to timeliness guidelines and to the City’s Performance Management principles.
  • Facilitates training for employees and supervisors on HR related topics.
  • Conducts Exit Interviews.

Other Duties & Responsibilities

  • Assists with special projects, employee activities or programs.
  • Assists with benefits open enrollment, coordination of leave administration, including FMLA.
  • Performs UltiPro system testing and develops ad hoc reports.
  • Represents Human Resources department on various committees and task forces.
  • Coordinates &/or assists with policy review and development.
  • Performs other duties as assigned and required.

 

PREPARATION AND TRAINING

Education

  • Bachelor’s degree in Human Resources Administration, Business Administration or related field

Work Experience

  • 3-5 years progressive experience in the functional areas of human resources
  • Minimum 2 years in a Business Partner role preferred

Certifications and/or Licensures

  • PHR, SPHR, SHRM-CP, or SHRM-SCP Certification preferred

Required Driver’s License

  • Valid Colorado driver’s license and a clear or acceptable MVR

A combination of education and experience may substitute to meet minimum qualifications.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge

Strong working knowledge of:

  • Principles and practices of federal and state employment laws, including Title VII, ADA, FLSA, EEOC, COBRA, and FCRA
  • Performance management methods and employee relations best practices
  • Investigation best practices
  • Standard office practices
  • Applications software for Windows environment, Microsoft Office preferred
  • Human Resources software, preferably with UltiPro

Basic knowledge of:

  • Labor relations principles and practices in a collective bargaining environment
  • Unemployment principles and practices
  • Recruitment, selection, and classification and compensation principles

Skills and Abilities

  • Computer Skills - Strong skills needed to work with the Human Resources Information System and other Human Resources software.
  • Communication - Strong customer service skills needed to interact with City employees, management, vendors, and applicants. Strong communication skills needed to prepare and deliver presentations.
  • Analytical - Strong skills needed to determine and/or identify level or critical nature of a personnel issue and the need to take action. Also needed to interpret and apply policies, procedures, and federal/state laws.
  • Project Management - Strong skills needed to administer various employee programs.
  • General Management - Basic skills needed for budget management.

 

SALARY RANGE

$75,671 - $113,506/Salary Range

Anticipated hiring range $75,671 - $94,589.

WORKING CONDITIONS

Work is performed in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.).  Job requires visual and physical capabilities to perform work on computers and associated equipment for prolonged periods of time (4-6 hours daily).
