The HR Business Partner Role
As an HRBP, you will serve as a trusted strategic advisor, leading key initiatives and providing expert, solutions-focused guidance to your assigned departments. You will play a critical role in aligning HR strategies with organizational goals. Core responsibilities include:
- Serves as a strategic partner to assigned departments and lines of business, aligning HR initiatives with organizational goals and County Strategic Plan.
- Provides day-to-day HR consultation to leaders and employees on employee relations, performance management, and workplace policies.
- Supports workforce planning, succession planning, and organizational design efforts in partnership with leadership.
- Advises managers on talent management processes, including recruitment, onboarding, development, and retention strategies.
- Facilitates and supports performance review cycles, goal setting, and employee development planning.
- Manages and resolves employee relations matters, assists with conducting investigations as needed and ensuring consistent application of policies.
- Ensures compliance with employment laws, internal policies, and HR best practices.
- Supports change management initiatives, including reorganizations, process improvements, and culture initiatives for assigned departments
- Partners with HR Centers of Excellence (CoE) (e.g., Talent Acquisition, Total Rewards, (benefits, classification and compensation), Organizational Development, Policy and Compliance) to deliver integrated HR solutions.
- Assists with analyzing HR metrics and trends (turnover and engagement) to provide data-driven insights and recommendations.
- Promotes a customer-centered approach to Human Resources by delivering responsive, high-quality HR support.
- Assists with employee communications, engagement initiatives, and policy education as needed with partnership with the CoE.

With the assigned departments:
Key Responsibilities
- Delivers outstanding customer centered service to HR staff, department leaders, and applicants
- Assists with designing and executing effective recruitment strategies
- Advising HR policies, procedures, and compliance matters
- Assists with the administration of leave and retirement benefits
- Ensures adherence to Collective Bargaining Agreements and grievance procedures
- Leads and supports special projects as needed
Minimum Education, Training and Experience Requirements: High school diploma or G.E.D. and 5 years of progressive HR experience.
The preferred candidate will have:
- A Bachelor’s degree or college courses in Business or Human Resources
- HR certifications (e.g., SHRM-CP, PHR)
- Experience in local government
- Proven success in an HR Generalist, Analyst or Business Partner role
- Strong communication skills - both written and verbal
- Solid understanding of employment laws and HR best practices
- Familiarity with benefits, classification and compensation principles
Work Schedule & Flexibility
- Monday–Friday, either 8:00 AM–4:30 PM or 8:30 AM–5:00 PM (37.5 hours/week)
- This position has a set rotation of in-office scheduling and an alternate work location (home) scheduling.
- Employees are expected to come into the office, on work from home days for in-person meetings and / or training as needed.
- Scheduling is subject to change as business needs warrant.
Special Requirements
The selected candidate must successfully pass a pre-employment background check.
COMPENSATION & BENEFITS: $83,272.80 - $ 112,663.20/yr. In addition to great pay, we also offer the following benefits including:
