El Paso County is seeking a seasoned Human Resource Business Partner (HRBP). Reporting directly to the Employee Relations Supervisor, you’ll serve as a trusted advisor to leaders across the organization, partnering with them to proactively strengthen workplace effectiveness, address challenges early, and support a positive, accountable work environment.
In this role, you will navigate complex people-management issues with empathy, fairness, and professionalism while staying true to our core values. You’ll apply strong employee relations expertise and sound judgement to recommend strategies, support the team in addressing workplace concerns, and help leaders successfully manage performance and behavior expectations. We’re looking for a candidate who brings highly developed analytical, interpersonal, problem-solving, and communication skills, along with the ability to resolve conflicts and facilitate conversations that move teams forward.
The HRBP must be comfortable evaluating key metrics and trends to make data-informed recommendations and will use insights to identify risks and opportunities proactively. The ideal candidate must possess excellent writing skills, producing clear, professional documentation and communications that support consistent, high-quality outcomes. With a mindset for continual process improvement, you’ll look for ways to streamline practices, strengthen consistency, and elevate service delivery across employee relations.
You will also serve as a backup to our workplace investigator, stepping in to support or lead investigations as needed. Additionally, you’ll stay attuned to organizational and operational developments across the County to anticipate potential employee relations risks and develop proactive plans to address them. As El Paso County continues to strengthen and improve how we work, you’ll play a key role in supporting organizational change management by helping leaders communicate effectively, engage employees, and sustain progress over time.

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some local travel is required.
