JOB SUMMARY
The primary purpose for this position is to carry out the responsibilities in the following functional areas: benefits administration, talent acquisition, employee relations, payroll, project management, employee engagement, policy interpretation, and compliance. Ultimately, this position should contribute to the attainment of specific strategic goals and results of the HR department and the organization.
DUTIES AND FUNCTIONS
Benefits Administration:
- Coordinate daily benefits processing. Handle enrollments, COBRA, terminations, changes, beneficiaries, disability, accident, and death claims.
- Works with insurance brokers to create competitive, cost-effective benefits packages for the organization; assists with implementation and enrollment for insurance.
- Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
- Assist in distribution of materials for open enrollment and training and support to group benefits associates.
- Responsible for analyzing monthly bills for accuracy, changes, and credits; code to respective department and ensure success of ACH payment.

- Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.

Recruitment and Retention:
- Oversees the employee on-boarding process to include New Hire Orientation, assimilation into the Company's culture, mission, and core values.
- Manages and maintains all new hire I-9s. Maintains HR files in compliance with company standards and applicable state and federal guidelines.
- Partners with department heads about staffing needs to include posting open positions and sourcing candidates via digital job boards, LinkedIn, Indeed for Employers, Handshake, etc.
- Builds relationships with local state colleges and universities to promote intern program.
- Reviews applications/resumes; evaluating applicant skills and making recommendations regarding applicant qualifications.
- Initiates and conducts employee background checks, reference checks and completing employment verifications.
- Planning, developing, organizing, implementing, and evaluating HR functions and activities of the facility.
- Responsible for training new hire(s) on all recruitment platforms, efforts, and processes
- Coordinates and administrates annual employee engagement surveys
- Manages employee reward and recognition efforts including monthly engagement initiatives, employee of the month/year program, holiday raffles, wellness events, etc. and staying within allotted budget.
Employee Relations & Compliance:
- Serves as strategic partner to provide day-to-day performance management guidance to employees, managers, and senior leadership; creates performance management documentation of such. Act as liaison between departments and staff.
- Responsible for administrating all applicable statutory laws such as FMLA, COBRA, ADA, and worker's compensation.
- Facilitates effective and thorough investigations of employee complaints and employee relations issues.
- Prepares and reviews all employees corrective counseling documentation and makes suggestions to management as needed.
- Responsible for the timely entry of new hires, pay rates, pay status changes and termination information of all employees into payroll and timekeeping systems.
- Responsible for administration of Human Resource policies and procedures to ensure compliance, also ensures policies and procedures are consistently and fairly applied.
- Maintains personnel files in compliance with company standards and applicable state and federal guidelines.
- Advises managers, supervisors, and employees on human resource policies.
- Provides information and consultation regarding employment issues (i.e. transfers, promotion/demotion, increases, etc.)
- Maintains accurate digital employment records and files.
- Manages Worker's Compensation at the facility level
- Responds to unemployment claims & filing appeals.
- Provides timely assistance to employees regarding basic human resources policy questions and issues.
- Responsible for filing annual EEO-1 report
- Responsible for managing employee self-service platform and employee handbook to ensure accuracy and compliance
- Manage and follow-through with departmental projects as needed
Payroll:
- Responsible for bi-weekly payroll processing.
- Reviews and imports employee timecard information into the payroll system.
- Reporting for total hours, missed earnings, missing punches, etc.
- Checks figures for accuracy and necessary approvals.
- Reviews payroll documentation for accuracy and makes any necessary adjustments.
- Processes special payrolls including the annual bonus, tenure bonuses, and year-end adjustment payrolls.
- Assists departments with personnel/payroll related inquiries
- Maintains running report of attendance incidents.
- Ensures hours are accurately accumulated and categorized in a format compatible with company and department payroll procedures.

QUALIFICATIONS
Education, Skills, and Experience:
- 5+ current years of direct HR experience in generalist capacity with emphasis on benefit administration and talent acquisition.
- Bachelor's Degree from an accredited University - required.
- Knowledge of administrative practices and procedures as well as laws, regulations and guidelines pertaining to employment, wage and hour, etc.
- Ability to work effectively with internal HCM/payroll software and various platforms.
- Experience managing multiple projects concurrently in a fast-paced environment, demonstrating a sense of urgency.
- Excellent follow-up skills with the ability to follow-through to completion.
- Possess excellent writing, proofreading and verbal communication skills.
- Strong communication and organizational skills.
- Skills using Microsoft Outlook, Excel, Word and PowerPoint.
- High level of confidentiality and ethics.
- PHR/SPHR, SHRM-SCP preferred.
