PRIMARY FUNCTION:

Responsible for day-to-day operations of the human resource department. Manages workload and workflow with the goal of achieving the greatest level of efficiency and responsiveness to the school division’s HR needs.

 

QUALIFICATIONS:

  1. Bachelor’s Degree or equivalent in human resource management, business, or administration.
  2. Has demonstrated the professional and personal characteristics necessary for working effectively with school personnel and members of the community.
  3. Ability to meet deadlines, set priorities, and work independently or collaboratively. 
  4. Excellent oral, written, and interpersonal communication skills.
  5. Strong analytical, problem solving, and facilitation skills.

 

RESPONSIBILITIES:

  1. To work directly with and report to the Assistant Superintendent. 
  2. To assist applicants with the online application process.
  3. To maintain a high level of confidentiality and model non-discriminatory practices in all activities. 
  4. To monitor, maintain, and provide operational support for the performance assessment program for all staff.
  5. To support the Assistant Superintendent in educating employees on and enforcing school division policies.
  6. To assist in the full hiring process of employees including recruitment, scheduling interviews, verifying work history and references, and tracking possible candidates.
  7. To organize, maintain, and update employee information as needed.
  8. To track benefit plans including health care, retirement, workers’ compensation, etc.
  9. To ensure all health and safety regulations are followed by schools in the division.
  10. To present any new or additional training materials to employees.
  11. To foster positive employee relations and work to solve any employee issues that surface.
  12. To file all employee records, ensuring they remain confidential.
  13. To administer employee recognition programs, service awards, and retirement banquets.
  14. To collect, maintain, and report all data related to employee relations to include workers’ compensation, employee relations, turnover, new employee orientation, and exit interviews.
  15. To collect data and submit annual state EEOC-5 reports.
  16. To collect data and submit Virginia Department of Education reports.
  17. To coordinate all training provided by HR and prepare training materials.
  18. To perform applicant background checks for potential new hires.
  19. To enter, troubleshoot, and correct personnel actions for all support staff employees, including but not limited to new hires, resignations, retirements, terminations, transfers, salary adjustments, and supplements.
  20. To assist in fingerprinting of new employees and designated volunteers.
  21. To prepare and issue employee ID badges.
  22. To provide answers to routine inquiries and general human resources questions.
  23. To prepare files and maintain personnel records.
  24. To serve as a backup for front desk coverage.
  25. To generate and analyze quarterly employee turnover reports.
  26. To serve as a consultant and trainer to administrators regarding policies, procedures, and employee relations.
  27. To assist with teacher and support staff evaluations.
  28. To conduct new employee on-boarding training, including new employee orientation.
  29. To perform other duties as assigned.

 

 

PHYSICAL CONDITIONS:

Duties performed typically in settings to include: Central office and schools throughout division. Frequent walking, stopping, standing, lifting, up to approximately 30 pounds, and occasional lifting of equipment and materials weighing up to approximately 40 pounds may be required. Other limited physical activities are required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions. Regular contact with staff members, school administrators, and members of the community is required.

 

EVALUATION:

Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of personnel.

 

TERMS OF CONTRACT:

12 Month – 250 Days – 8.5 Hours per Day

Reports to the Assistant Superintendent

Salary commensurate with experience
