General Definition of Work

Provides strategic planning, coordination and human resources management for Swift County operations. 
Responsible for recruiting, selection, and hiring processes; manages employee benefit programs; and administers human resources functions for the County.

Essential Functions

Essential Functions
A. Manages employee benefit programs including health, dental, life, disability, and vision insurance; VEBA, Health Savings Accounts, and Health Care Savings Plans; flexible spending accounts; deferred compensation plans; and pension plans.
A.1. Researches and proposes changes in policies, coverage, and insurance vendors.
A.2. Prepares and conducts enrollment meetings, educates employees, resolves employee issues regarding insurance coverage.
A.3. Processes severance benefits, insurance continuation (COBRA), and unemployment benefits for offboarding employees.
A.4. Performs all duties relating to insurance claims including life, disability, and workers compensation.
A.5. Processes and reports Family Medical Leave Act and other leaves of absence.
B. Manages and facilitates the recruiting, selection, and hiring processes in accordance with personnel policies, collective bargaining agreements, Minnesota and Federal employment law.
B.1. Conducts orientation processes for onboarding employees; explains policies and procedures, answers questions, and creates and maintains documentation.
C. Collaborates in disciplinary processes, recruiting processes, and liaison activities between various departments, boards and commissions, community groups, vendors, other governmental agencies, and professional associations.
D. Develops, communicates, and monitors official plans, programs, and organizational/personnel policies and procedures to County staff and the general public.
E. Maintains the County’s compensation plans, proposes modifications, conducts salary and benefit surveys, and recommends wage levels.
E.1. Maintains and modifies the County’s pay equity program and prepares reports.
F. Assists the County Administrator and County Board in the development of organizational vision, goals, and objectives; measures progress and evaluates accomplishments within the defined performance measures.
F.1. Monitors and evaluates efforts to meet current and future needs, anticipates concerns, advises on progress made toward developing plans to address County issues, partners with senior management to address potential problems, and recommends solutions.
F.2. Leads and conducts process improvement events (LEAN).
G. Develops personnel budgets for all departments.
H. Assists with labor relations.
H.1. Participates in negotiation, mediation, and arbitration hearings.
H.2. Creates, analyzes, and uses confidential data to assist with collective bargaining.
H.3. Assists in labor disputes and grievances.
I. Responds to the public, elected officials, or others regarding a variety of policies, procedures and concerns.
Additional Functions
A. Attends trainings as needed.
B. Performs other duties as assigned or apparent.

Qualification Requirements

Minimum Qualifications
A. High School Diploma or equivalent; and
B. Associates/Technical degree in human resources, accounting, business administration, or related field; and
C. One year experience in human resources or accounting, or
D. Equivalent combination of education and experience. Knowledge, Skills and Abilities
A. Knowledge of the principles, practices and techniques of human resources administration in a public sector setting.
B. Knowledge of local, state, and federal laws and policies impacting public sector personnel management.
C. Knowledge of employee benefit plans, including relevant requirements and best practices.
D. Skill in wage, salary and classification plan administration.
E. The ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
F. The ability to establish and maintain effective working relationships with others.
