Position Summary

Professional administrative classification under the general direction of the Human Resources Director. Responsible for a variety of functions to include Payroll Processing and Auditing, Workers’ Compensation oversight and Light Duty Assignments, FMLA Administration and Leave Tracking, HRIS support and database reconciliations, Wellness Programming, and special projects to produce a variety of deliverables.  An individual in this classification shall possess a strong working knowledge of the functional areas assigned and acts as an internal advisor to employees.  The work requires the exercise of discretion and independent judgment and is evaluated through observation, feedback, and results obtained.

Examples of Essential Functions

Analyzes, audits, and enters payroll submissions every pay cycle, excluding timekeeping, but including Personnel Action Forms, classification and/or rate changes, deductions, and a variety of similar transactions.
 
Creates, analyzes, and audits reports and database imports associated with payroll and HRIS platforms; makes corrective entries as necessary in compliance with directives given, applicable laws, and payroll schedules.

Assists timekeepers throughout the City with proper coding for absences associated with the Family Medical Leave Act (FMLA), Workers’ Compensation, etc. Accurately records such absences in the employee’s tracking documentation every paycycle. 

Processes, records, and remains current in Workers’ Compensation and FMLA injuries. Maintains databases and records, follows case progression, and communicates regularly with departments and TPA to arrange for light duty assignments and staff replacement. Keeps Human Resources Director apprised regularly of all activity. May complete 13-week wage statements.

Updates compensation plan by surveying wage markets consistent with directives issued.  Serves as primary contact for all salary surveys (incoming and outgoing) and partners with the Public Safety & Human Resources Partner on public-safety-specific surveys.

Maintains regular contact with Public Safety & Human Resources Partner regarding payroll, timekeeping, Workers’ Compensation, FMLA, and other HR-related activity for the public safety departments. Accurately tracks WC and FMLA activity in Fire and Police every paycycle to align with timekeeping entries submitted.

Produces HR metrics and other statistical findings for discussion with the HR Director.

Responsible for annual department asset inventory and annual reporting.

May take the lead on Public Records Requests as assigned.  Reviews other PRRs prior to release.

Maintains related HR pages on City’s Internet for assigned areas of expertise, as well as related HR pages on the City’s Intranet. May create informative communication pieces such as flyers, “How To’s” and Job Aids for posting and citywide circulation. 

May assist with other HR functions as assigned in the absence of a team member (e.g., Day One Onboarding, benefits discussions with employees and dependents, etc.).  

May review benefits entries and other payroll entries performed by the Human Resources Programs Analyst (i.e., dual control).

Assists employees over the phone and in person with a variety of questions associated with all HR competencies. 

Actively participates in the planning and implementation of the City’s annual Wellness & Open Enrollment Fair.  May serve as a Wellness Ambassador.

Actively participates in the planning and implementation of employee recognition events, such as Employee Appreciation Week/Day.

Minimum Qualifications

Bachelor’s degree in Human Resources Management, Behavioral Science, Organizational Management, or related academic discipline supplemented by three (3) years of progressively responsible experience as a Human Resources Generalist or other varied HR role, preferably in the public sector. Payroll experience required. Working knowledge of, and experience with, design software such as Canva. PHR or SHRM-CP certification desired. Specific human resource experience as defined in this classification may substitute on a year for year basis for the required education. 

Designation as a Florida Notary required or the ability to obtain within six (6) months of placement in this classification.

Current Florida Driver License as required for the position.  Must be able to travel to various sites to perform the duties of the position.
