Summary of Position

Position Overview
This position overview applies to two Human Resources (HR) Generalists who are responsible for providing ongoing oversight, coordination, and support of City-wide HR functions, under the direction of the City HR Manager. These positions are required to exercise discretion and independent judgement with respect to matters of significance. City HR Generalist positions consist of interchangeable duties and responsibilities to include but not limited to recruitment, selection, and retention; compensation and classification; leave and benefits; employee relation and engagement; safety and compliance; data and file management; and performance management.

Expected Hours of Work
Hours are typically Monday-Friday from 8 am to 4:30 pm. In addition to working office hours, staff may be required to work additional hours, including nights and weekends, around key project dates.

Recruiting, Selection, and Retention
• Ensure recruitment and selection processes are updated, measurable, fair, equitable, and inclusive practices and compliant with state and federal laws, and City policies.
• Serve as a first point of contact with candidates and provide consultation to managers and supervisors on HR hiring, selection, and retention processes.
• Perform active recruiting initiatives, including career fairs, talent pipeline building, and manage City pathways to public service opportunities.
• Conduct a variety of recruiting activities; coordinates job postings and recruiting advertisements; screens applications; schedules interview; background and reference checks.
• Assist hiring managers in developing measurable screening tools and interview questions; participate in interview panels as needed; and conduct audits recruitment and selection processes.
• Administer City onboarding, retention, and offboarding processes, including SOP development and updates, pre-employment testing and paperwork, and new hire orientation.
• Implement, conduct, and evaluate employee stay and exit interview data to drive employee recruitment and retention strategies.

Compensation and Classification
• Respond to employee pay-related inquiries and work with the City payroll and benefits section to remedy employees benefit and pay-related discrepancies.
• Provide consultation in developing comprehensive job descriptions (JD); maintain and review JDs; monitor JD language for consistency and equity within job families.
• Assist City departments in developing comprehensive job descriptions (JD) and review JD language for consistency and equity within job families.
• Process classification and reclassification JD reviews and determine FLSA classification.

Leave and Benefit Administration
• Respond to employee leave, reasonable accommodation, and short and long-term disability inquiries and requests.
• Coordinate and at times create and conduct employee training on employee benefits, open enrollment, and other benefit and pay related topics.
• Lead, evaluate, and develop comprehensive wellness program initiatives, as assigned.

Employee Relations and Engagement
• Foster positive employee relations by addressing workplace concerns, promoting a respectful, inclusive, and compliant work environment.
• Embed measurable equity and inclusion practices throughout HR and Employee Life Cycles.
• Provide internal consultation on employee engagement strategies and best practices.
• Lead HR programs and serve on committees, as assigned.
• Coordinate employee recognition and engagement activities and events.

Safety and Compliance
• In absence of incumbent, serve as the City’s Safety Committee Safety Officer and employer representative with US DOT Federal Motor Carrier Safety Administration Drug Free Workplace Policy. 
• Develop, implement, and train City staff on HR-related functions to support City-wide compliance and safety initiatives.
• Ensure compliance with federal, state, and local employment laws and regulations.
• Conduct HR internal audits to enforce City policy and legal compliance with employment laws.
• Assist in the administration of Workers Compensation and OSHA and reporting compliance.

Data and File Management
• Using the City records request system respond to public records data requests, as assigned.
• Collect and analyze HR data to generate data-driven insight that informs HR strategy.
• Manage I-9’s to ensure accurate completion, timeline compliance, and record keeping.
• Maintain a variety of records and reports in accordance with Minnesota retention Schedule.
• Respond to assigned public records data requests. 

Performance Management
• Evaluate and support performance management processes for employee performance reviews and evaluations to ensure fairness, consistency, and alignment with City policy and values.

Supervisory Responsibility
This position does not have direct employee supervisory responsibilities. However, the Generalist will support interns and other temporary staff in the department.

Minimum and Desired Qualifications

Minimum Qualifications

  • An Associate’s degree in Human Resources or a related field.
  • Two years of experience working in a Lower-level HR position such as an HR Assistant, HR Associate, HR Representative, HR Administrator, etc.
  • Two years of experience supporting or leading diversity, equity, and inclusion initiatives within the HR Lifecycle.
  • Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodation.
  • Two years of experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Desired Qualifications
  • A Bachelors degree or higher in Human Resource or a related field.
  • Two years of experience working in a Mid-level or higher HR position such as an HR Specialist, HR Generalist, HR Supervisor, etc.
  • Society for Human Resource Management (SHRM) Certification, Human Resources Certification Institute (HRCI) Certification, or equivalent HR professional certification.
  • Two years of municipal government experience in human resources administration.
  • Knowledge of Federal, State, and local laws and regulations regarding public sector employment including but not limited to Pay Equity, Veterans Preference, Americans with Disabilities Act, HIPPA, and MN Government Data Practices Act.
  • Two years of experience using Applicant Tracking Systems (ATS) to manage recruitment and onboarding processes.
  • Two years of experience with employee benefits.
  • Two years of experience with employee wellness programs.

  • Occasionally, this position will traverse around the City to meetings or events. 
  • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in municipal law. 
  • Occasionally move or transport items weighing up to 25 pounds.
