Job Description







The Human Resources Department of the Alaska Court System (ACS) is accepting applications for a Human Resources Generalist 1. This position is responsible for the accurate and timely processing of all types of personnel and payroll actions for assigned employee groups under the general supervision of the Payroll Supervisor.

This position is flexibly-staffed.  Progression to the higher level may occur when the incumbent: 1) successfully completes a specified training plan; 2) meets all other specified terms of the flexible staffing agreement; 3) meets the minimum qualifications of the higher level; 4) is certified by the supervisor as capable of performing at the higher level; and 5) is approved by the Human Resources Director.  When certified, this position may be reclassified to Human Resources Generalist 2, salary range 14 ($32.25 minimum per hour).  Regular duties will include:

Process Payroll and Personnel Actions
  • Process the biweekly time and attendance for employees using the payroll system, IRIS HRM.
  • Prepare timesheets for data entry and verify hours are correctly reported, calculated, and coded.
  • Calculate overtime and other premium pay at the proper rate in accordance with Alaska Court System Personnel Rules, Alaska Administrative Code, and FLSA requirements.
  • Enter data into IRIS HRM and various HR databases within established pay period deadlines.
  • Independently determine and implement all types of personnel actions from appointment through separation. These actions include transfers, promotions, acting status, address/name/marital status changes, merit/longevity increases, and experience pay in accordance with the State of Alaska and Alaska Court System policies and procedures.
  • Approve the full range of payroll and personnel actions.
  • Assist with affidavit follow-up.
  • Maintain database and process judicial leave for judges and justices.
  • Prepare Workers' Compensation forms, complete report log, and track and monitor leave usage subject to the Workers' Compensation program.

Customer Service
  • Respond to employees' and supervisors' inquiries in person, writing, and on the phone regarding a full range of payroll issues, leave concepts and rules, benefits, and questions about court system personnel rules and how to apply them to specific situations.
  • Respond to and research general employee pay concerns and questions.
  • Perform HR review and approval for alternate work week schedules.
  • Prepare and provide employee job verifications to financial institutions, prospective employers, and other outside agencies.
  • Strictly adhere to the confidentiality requirements of the department.

Family Medical Leave Act Review
  • Invoke Family Medical Leave Act (FMLA) and Alaska Family Leave Act (AFLA) entitlements.
  • Analyze employee service records and evaluate medical records to determine eligibility; notify employee and supervisor in writing of entitlements and obligations.
  • Track FMLA and AFLA use and notify employee when entitlement is expiring.
  • Answer questions about FMLA and AFLA.





The Work Hours

Full-time court employees are currently scheduled to work 37.5 hours per week. The work hours for these positions are Monday - Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break.

Minimum Qualifications

A high school diploma or General Education Development (GED) certificate AND two years of general clerical work experience. The required work experience is met by service as a Human Resources Clerk or Court Case Manager 2 with the State of Alaska or an equivalent position with another employer.

Substitution:
A bachelor’s degree from an accredited college will substitute for the two years of required general clerical work experience.
