Job Description

Pay Grade: K

Under the direction of the Human Resources Supervisor, the Human Resources Generalist (HRG) provides comprehensive human resources services to an assigned client population. The HRG serves as a strategic business partner, supporting organizational objectives through effective human capital management, employee relations, and compliance with applicable laws and policies.

Role and Responsibilities: 
  • Processes and coordinates a full range of human resources transactions for assigned client groups, including new hire  onboarding, employee relations, training and development, benefits administration, compensation administration, and other HR functions.

  • Manages onboarding and new employee orientation activities to ensure a positive and compliant onboarding experience.

  • Builds and maintains effective working relationships with client management to support and advance organizational HR initiatives.

  • Implements human resources policies, programs, and practices to ensure compliance with federal, state, and agency regulations, protect the organization, and promote fairness and consistency.

  • Partners with the Human Resources Supervisor to support performance planning efforts and align employee performance with established expectations.

  • Provides high-quality customer service by responding to employee inquiries and requests in a timely and professional manner.

  • Collaborates with HR team members on critical program areas, including performance management, employee relations, and workforce initiatives.

  • Provides guidance and coaching to management on employee development and employee relations matters, including intake and assessment of issues, counseling employees on internal training opportunities, and partnering with HR leadership to identify appropriate resolution strategies.

  • Applies working knowledge of federal employment laws and regulations to ensure compliance in HR practices.

  • Partners with Human Resources Specialists to identify process improvements and recommend solutions to enhance operational efficiency.

Minimum Qualifications

  • High school diploma/GED AND four (4) years of human resource experience;
 OR
  • One (1) year of experience required at the lower level HR Generalist 1 (HRP010) or position equivalent. 

Preferred Skills/Qualifications:  Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:

  • Two or more years' of progressively responsible experience in human resources within the public sector, including employee relations, onboarding, and performance management. 
  • Two or more years' of experience serving as an HR business partner supporting management and staff within a large or complex organization.
  • Two or more years' of working knowledge of federal and state employment laws, regulations, and compliance requirements.
  • Two or more years' of experience processing HR transaction within a Human Capital Management System (HCM); specifically, Workday.
  • Two or more years' of experience identifying process improvements and supporting implementation of HR best practices.
  • Professional Human Resources Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP is preferred.
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
