Kitsap Regional Library is seeking a Human Resources Generalist to join the HR team in delivering excellent customer service to internal and external customers. This position is responsible for human resources functions with a focus on recruitment. This role reports to the Director of Human Resources.
GENERAL DESCRIPTION
Under limited supervision, participates in developing and implementing human resources policies and procedures. Monitors and maintains compliance with human resources regulatory requirements and responds to inquiries regarding human resources related matters. Responsible for confidential administrative and personnel activities as well as the administration of system-wide human resources programs and trainings for supervisors. Work is performed with significant opportunities for exercising independent judgment and initiative.
QUALIFICATIONS AND EXPERIENCE
Bachelor's Degree in Human Resources, Business Administration, or related field, OR three plus years of relevant experience or the equivalent of a combination of five years education (may include vocational institute certification of graduation) and experience which would provide the required knowledge and skills and allows successful performance of the job.

Employees regularly scheduled 20 or more hours per week are eligible to participate in our medical, dental, vision, basic life, AD&D, long term disability insurance plans, health reimbursement arrangement (HRA), as well as our employee assistance program. Additionally, all employees regularly scheduled 20 or more hours per week receive 13 paid holidays throughout the calendar year. Employees in this position earn 15 days per year of vacation leave over the course of their first year, 13 days of sick leave, and 1 personal day each year.
Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years.
Offers to new employees are expected to be between $32.53 and $34.51 depending on required and relevant experience and in alignment with internal equity. The full compensation range for this position is $32.53 - 45.02 per hour which includes compensation for incumbents with significant tenure at our library. This allows for growth and progression within the organization.
ESSENTIAL FUNCTIONS
Any of the following duties may be performed. These examples are not necessarily performed by all incumbents, however, and do not include all specific tasks an incumbent may be expected to perform.
DUTIES:
- Coordinate and execute the day-to-day activities of the Human Resources Department, including recruitment and selection, leave administration, employee/labor relations, performance management, volunteer program and records management.
- Administer, monitor, and ensure compliance with the library's leave policies, including Family & Medical Leave (FMLA); advise library personnel regarding employee use of paid and unpaid leave.
- Advise supervisors and managers on human resources related issues.
- Coordinate and conduct workplace investigations.
- Coordinate responses to employee and applicant requests for accommodation under the Americans with Disabilities Act (ADA).
- Administer and coordinate safety program activities to include committee management, audits, driving records, OSHA reporting
- Coordinate with Payroll Department on administering workers' compensation procedures, records and appeals processes.
- Provide guidance and interpretation in relation to union contract provisions.
- In coordination with the Director of Human Resources, assist in developing human resources policies and procedures; monitor and maintain compliance with applicable Federal and State employment law.
- Administer the recruitment and selection process; maintain the applicant tracking system (ATS), screen and process employment applications.
- Organize and perform new employee onboarding activities in conjunction with the hiring manager and other department personnel.
- Assist the Director of Human Resources with special projects as assigned, including the development and presentation of supervisor training.
- Respond to requests for assistance and information from employees, managers, applicants, and/or outside agencies regarding human resources policies and procedures.
- Administer the library's volunteer program and maintain volunteer database.
- Administer and maintain records and files applicable to the library's performance management program.
- Build and maintain strong a relationship within assigned branches and/or departments to be a fundamental resource for managers and employees.
- Maintain human resources records and database systems.
- Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to maintain regular and reliable attendance.
- Knowledge of principles and practices of human resources.
- Ability to remain current with trends and developments in human resources management, public-sector employment, and labor relations.
- Knowledge of supervisory practices, current Federal, State, and local laws, rules, and regulations regarding FMLA, ADA and HIPAA.
- Ability to read, understand, interpret, apply, and explain applicable regulatory requirements.
- Skill to assess, develop and present training programs for library staff.
- Ability to recognize and set priorities and to use initiative and independent judgment within prescribed policies and procedures.
- Ability to work in an environment that requires receiving and processing highly personal, sensitive, and confidential materials within regulated statutory requirements.
- Ability to develop and maintain effective working relationships with staff and to serve the public courteously and efficiently in a public service environment.
- Ability to interact professionally and to exercise judgment and tact with applicant contacts.
- Ability to operate standard office equipment, perform required data entry proficiently and utilize computer software and specialized programs.
- Ability to communicate effectively verbally and in writing and to demonstrate professional level public speaking skills.

Work is carried out within a generally accessible, safe, indoor environment with frequent staff and occasional public interactions. This position involves light physical demands in an office environment with significant computer and telephone use. The incumbent must be able to work in a shared team area.

SCHEDULE
This is a full-time position scheduled for 40 hours per week. The schedule is typical Monday through Friday office hours but may include weekends and evenings as needed. Please note that schedules are subject to change to meet the needs of the library.
