Position Objective

Performs comprehensive human resource services and consultative support to all city staff. Responsibilities include recruitment, employee engagement, organizational development, compensation and classification, diversity and inclusion, compliance, and administration of employee benefits in accordance with state/federal law and labor contracts.

Essential Job Functions

  • Oversees recruitment processes including preparing job announcements, scoring applications, developing and administering testing instruments and interview questions, coordinating and participating in employment interviews, checking references, and preparing offer and rejection letters. 
  • Leads recruitment and retention strategies including on-boarding and off-boarding processes.
  • Promotes a positive, friendly, responsive, and team-oriented environment with employees in all departments.
  • Participates in cross-departmental committees such as wellness and safety.
  • Coordinates city-wide training for professional and organizational development.
  • Oversees Workers’ Compensation program, including working with Claims Adjustors, managing injury on duty and return to work issues. Assists in updating and maintaining safety policies and OSHA compliance.
  • Researches, develops, and recommends updates to personnel policies.
  • Researches and analyzes data to monitor and stay current with workforce trends.
  • Coordinates annual open enrollment processes and administers the city’s employee benefits package including, but not limited to: health, dental, life, short term and long term disability insurances. 
  • Assists with compensation plan administration by maintaining updated job descriptions and coordinating performance review processes. Ensures internal equity and market competitiveness of pay through self-surveys and/or comprehensive studies by outside vendors. 
  • Assists supervisors with performance management functions including goal-setting, accountability, recognition, development, and evaluation strategies.
  • Assists with employee relations to provide coaching and direction to supervisors handling performance issues through remedial or disciplinary intervention. Reviews official disciplinary notifications and helps monitor delivery and follow-up.
  • Provides guidance to supervisors and employees on interpretation and application of City policies, labor contracts, and general HR-related questions.
  • Maintains human resource related records (payroll, personnel files, benefits, etc.). 
  • Assists in preparation for labor contract negotiations by providing feedback on the impact of union proposals and recommending contract changes. 
  • Manages regulatory compliance related to employment and labor laws, City policies, and labor contracts.
  • Performs other related functions as assigned or apparent.

Minimum Qualifications

  • Bachelor’s degree in human resources, public administration, or a related field with 3 years of human resources experience or a combination thereof.

Desired Qualifications

  • Previous experience working for a public entity such as a city, county, or school district.
  • HR Certifications such as IPMA, SHRM, or SPHR/PHR.
  • Experience with pay equity reporting.
  • Knowledge of or previous experience working with an HRIS.
