DESCRIPTION:
The purpose of the Human Resources Generalist position supports all functions of Human Resources with state, federal, and local personnel laws and regulations, benefit administration, employee relations and any other tasks as determined by the School Business Administrator. This position requires a high level of professionalism, confidentiality and superior customer service skills. The Human Resources Specialist works closely with the Financial Analyst, serves as the backup to the Payroll Specialist, and provides support to the School Business Administrator.
SUPERVISION:
Works under the general supervision of the School Business Administrator.
DUTIES/RESPONSIBILITIES:
•Serves as the initial contact for the School Department with regards to Human Resources. Performs a combination of administrative, professional and analytical work of a responsible nature.
•Supports the hiring process in accordance with the Town’s policy and any applicable regulation or contract requirement, which may include recruitment and hiring activities.
•Responsible for a variety of reporting requirements for the Foxborough Public Schools including maintaining data systems.
•Manage benefit coverage for all employees, including enrollments for new hires, changes for current employees, terminations and COBRA for employee separations.
•Reconcile benefit deductions and adjustments as needed in coordination with the Payroll Specialist.
•Coordinate leaves of absence, FMLA, Workers Compensation, Parental Leave and long/short term Disability claims. Assists with calculations for salary changes and reporting.
•Assists with the maintenance and administration of safety and training programs and other initiatives.
•Works collaboratively with the Payroll Specialist and Financial Analyst to update payroll system with health/dental/life insurance including enrollments, terminations and changes to ensure compliance with the testing and reporting requirements of the Affordable Care Act.
•Administer the benefits annual open enrollment process and conducts new employee orientations.
•Maintains website for benefit information and employment procedures.
•Works collaboratively with the district’s Civil Rights coordinator and legal counsel.
•Works with the town to manage unemployment claims for the School District.
•Participates in the development and review of personnel policies and procedures.
•Set up and maintain employee master files.
•Complete verification of employment as needed.
•Carry out task-oriented duties and assignments to collect, organize, and analyze data from various sources into regular and special reports, budgets, and/or presentations requiring administrative and accounting skills.
•Attend annual professional development classes/seminars/trainings.
•Work with and provide support to other Business Office positions to ensure efficient operations.
