Primary Purpose:
Provide comprehensive support for district-wide Human Resources operations by delivering high-quality customer service and ensuring consistent implementation of HR processes related to recruiting and onboarding, employee relations support, leaves, benefits support, compliance, records management, and day-to-day HR functions in accordance with district policy and applicable federal and state laws.
Qualifications:
Education/Certification:
Bachelor's degree required
HR certifications preferred
Special Knowledge/Skills:
- Knowledge of federal and state employment laws and HR best practices (e.g., FLSA, FMLA, ADA, EEOC, Title IX considerations as applicable)
- Ability to maintain confidentiality and handle sensitive employee matters with professionalism and discretion
- Strong written and verbal communication skills; ability to prepare clear documentation and correspondence
- Strong organizational skills; ability to manage multiple priorities, deadlines, and frequent interruptions
- Skill in interpreting and applying board policy, administrative regulations, and district procedures
- Proficiency with HRIS systems, electronic employee files, and standard office software (Google/Microsoft tools)
- Strong customer service mindset and ability to collaborate with campus and department leaders
Experience:
3-4 years experience in Human Resources or a related field.
Major Responsibilities and Duties:
Human Resources Operations & Customer Service
- Serve as a primary point of contact for employees and supervisors regarding HR procedures, timelines, and routine HR matters; provide accurate information and customer-focused support.
- Support consistent implementation of HR processes across campuses/departments; respond to inquiries and resolve issues in a timely manner.
- Maintain confidentiality and safeguard sensitive employee information in accordance with district standards and legal requirements.
Recruiting, Selection, and Onboarding
- Support recruitment activities, including job postings, applicant communication, interview scheduling support, and hiring workflow coordination.
- Assist with onboarding processes (new hire packets, required forms, orientation support, credential tracking, and start-date readiness).
- Coordinate pre-employment requirements (e.g., background checks, employment eligibility verification, reference checks as assigned) and communicate clearance status appropriately.
- Support substitute management processes as assigned (activation, documentation, troubleshooting, and campus support).
Employee Records, Data, and Compliance
- Maintain and audit employee records (electronic and/or paper), ensuring accuracy, completeness, and compliance with retention requirements.
- Enter and update employee information in HRIS systems, ensuring data integrity (assignments, position changes, salary/stipend changes as routed, leave balances as applicable).
- Support certification/credential monitoring processes (e.g., SBEC/TEA certificate status checks as assigned) and notify stakeholders of missing/expiring items.
- Prepare routine HR reports, dashboards, and staffing data as requested for planning and compliance.
Benefits, Leaves, and Employee Support
- Provide benefits support to employees by assisting with enrollments, qualifying life events, and general benefits guidance; escalate complex issues appropriately.
- Support leave processes (FMLA, local leave, ADA interactive process support, and other leave programs) by providing forms, tracking timelines, and coordinating documentation under direction of HR leadership.
- Maintain leave documentation files and assist with employee communications related to timelines, required documents, and return-to-work expectations.
Employee Relations & Due Process Support
- Assist HR leadership with employee relations documentation preparation (letters, memos, meeting documentation, and case files) as assigned.
- Support campus administrators with procedural guidance (documentation expectations, routing requirements, and timelines), ensuring alignment with policy and law.
- Coordinate meetings, notices, and documentation for HR processes (investigations support, conferences, directive meetings, improvement plans, etc.) as assigned.
Workers’ Compensation and Risk Support
- Support workers’ compensation processes by assisting with initial reporting, documentation routing, claim tracking, and communication with employees and supervisors, as assigned.
- Maintain workers’ compensation files and ensure timely submission of required forms and documentation.
Professional Learning & Continuous Improvement
- Participate in HR process improvement initiatives (standard operating procedures, checklists, templates, training materials).
- Attend required trainings and remain current on HR practices, policy updates, and compliance requirements.
