Position Description

Responsible for recruiting, onboarding, employee relations, and professional development to attract and retain top employee talent. Supports and contributes to the achievement of departmental objectives by proactively addressing College staffing needs, human resource issues, interpreting policies and procedures, and various projects. 
Responsible for managing the institution’s benefits programs and ensuring compliance with relevant laws and regulations in higher education. The role focuses on administering employee benefits, overseeing payroll processes, and maintaining HR information systems. This position is critical in safeguarding the institution’s legal and ethical standing while supporting employee well-being through comprehensive benefits management.

Assessment:Contributes to assessment for continuous quality improvement of the professional development activities coordinated by the office.  Maintains a Blackboard Ultra Professional Development Course to track employee participation in College-sponsored professional development. 

Essential Duties and Responsibilities

Essential Duties: 

  1. Administer and optimize employee benefits programs.
  2. Ensure compliance with federal, state, and local employment laws and regulations.
  3. Oversee payroll processes and systems.
  4. Manage HR information systems and maintain accurate employee records.
  5. Develop and implement HR procedures.
  6. Monitor and report on HR metrics and analytics.
  7. Coordinate culture, health, and safety initiatives.
Core Duties:
  1. Partner with hiring managers to meet talent needs by managing the entire hiring process.  
  1. Process onboarding/employment-related paperwork 
  1. Schedule or conduct new employee orientations 
  1. Conduct exit interviews and ensure that necessary employment termination paperwork is completed 
  1. Process employee (faculty, staff, and adjunct) appointments in the J1 system 
  1. Serves as initial point of contact for matters related to employee relations 
  1. Address employee relations issues, such as harassment allegations, work complaints, or other employee concerns 
  1. Provide timely processing of inquiries and complaints while ensuring correct interpretation and application of Human Resources policy. Serve as Deputy Title IX Coordinator 
  1. Ensure mandatory compliance training is delivered and completed – Vector/Safe Colleges 
  1. Administer annual performance management and staff advancement for staff members 
  1. Perform other duties as assigned 
HR Technical and Interpersonal Competencies
  • Benefits Administration: Expertise in managing employee benefits programs, including health insurance, retirement plans, and paid time off.
  • Compliance Knowledge: Understanding of labor laws, employment regulations, and industry standards to ensure company policies are compliant.
  • Data Analysis: Ability to analyze and interpret HR data to inform decision-making and track metrics.
  • HRIS and Technology Proficiency: Skill in using Human Resource Information Systems and other HR software.
  • Communication Skills: Excellent written and verbal communication abilities to interact effectively with employees, management, and vendors.
  • Conflict Resolution: Skills to mediate and resolve disagreements while maintaining positive relationships.
  • Negotiation Skills: Ability to negotiate with vendors, insurers, and other service providers.

Qualifications

Position Requirements:

  • A bachelor’s degree in human resources, business, management, or a related area plus three to five years of relevant experience in the HR field is required OR an Associate’s degree plus four to seven years of relevant experience in the HR field. 
  • Strong oral and written communication skills.
  • Demonstrated proficiency in Microsoft Excel pivot tables required.
  •  Strong interpersonal and customer relations skills, a high level of organizational ability, attention to detail, self-initiative, and dependability are required.
  • Certified Employee Benefits Specialist (CEBS), Certified Benefits Professional (CBP) or SHRM certification/designation preferred.
