IN THE FULTON COUNTY SHERIFF'S OFFICE 


Minimum Qualifications: Bachelor's Degree in Human Resources or a related field required, supplemented by two years of experience in human resources; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: None.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:

The purpose of this classification is assist in the administration of human resources programs and operations of a complex nature for the Fulton County Sheriff’s Office. This classification is distinguished from the Sheriff Human Resources Generalist, Senior in that the latter provides direction, guidance, and training to assigned staff in the areas of recruitment, employee relations, benefits and compensation, and law compliance.  This classification series is further distinguished from the Departmental Human Resources Generalist series in that it provides administration of human resources programs and operations of a complex nature for a large human resources unit.


Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs customer service functions in person, by telephone or by email; provides information and assistance regarding department services, forms or other issues; responds to routine questions, complaints, or requests for service; initiates problem resolution.

Assists in managing personnel, policies, and procedures; advises departmental supervisors regarding human resource practices and issues; prepares and recommends personnel policies; drafts and/or revises personnel policies and procedures; resolves and recommends solutions to sensitive human resources issues.

Ensures compliance with all applicable laws and ordinances; reads, assimilates and disseminates information on changes in laws and regulations; analyzes impact of changes on department policies and procedures; recommends compliance processes or procedures; responds to internal and external requests for information regarding local, state and federal personnel laws and ordinances.

Maintains guidelines for personnel transactions, such as hires, promotions, transfers, performance reviews and terminations; recruits and selects personnel; prepares and publishes advertisements for available jobs; prepares, analyzes and revises job descriptions; conducts screenings, interviews, background and reference checks; schedules physicals and drug screenings; makes hiring and firing recommendations; maintains related documentation.

Assists in administering benefits plans, programs and contracts; evaluates benefit program usage and premium costs, terms, renewals and modification of contracts; develops recommendations and requests for proposal for new benefits plans; implements annual benefits meetings and enrollments; notifies employees of benefit program changes.

Assists in administering worker's compensation programs, contracts and reporting; assists injured employees and care providers through service and payment process; calculates billing; notifies employees of plan changes and processes.

Researches, compiles, and/or monitors administrative, statistical or other data pertaining to department operations; summarizes data, performs routine data analysis, and   prepares reports; conducts research of department files, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.

Maintains a variety of confidential files and information, including drug test results for other departments; retains, stores, or destroys files as required.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including applications, employee information and data, and policies and procedures; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including policies, procedures, and spreadsheets; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with supervisor, other employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Functions:

Performs other related duties as required.

NECESSARY SPECIAL REQUIREMENTS:

EXAMINATION:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.
