The hiring range for this position is $49,830.02 (minimum salary) to $68,623.51 (midpoint of range) dependent upon qualifications. 

This position is responsible for the management and oversight of specific HR department operations.

The work consists of varied administrative and technical duties. Strict deadlines, heavy workloads and frequent interruptions contribute to the complexity of the position.


 

Job Responsibilities

Major Duties

  • Responsible for a wide range of human resources related activities, including payroll/benefits, personnel laws/regulatory requirements, state retirement plan, employee relations and other tasks.
  • Assists in the creation and implementation of policies, procedures, and directives.
  • Manages the self-insured health fund; audits and reconciles vendor invoices; oversees eligibility; writes communications to vendors and participants.
  • Manages and reconciles group and voluntary life insurance programs, and payments to medical and life insurance plans.
  • Monitors health claims, tracks and manages payments, troubleshoots discrepancies and other problems.
  • Keeps abreast of HR related trends and and regulations that may impact the City and/or facilitates improvement of overall compliance and functionality of departmental and organizational operations.
  • Participates in comprehensive programs for new hires, retirees and other employees.  
  • Performs other duties as required.


Guidelines

  • Guidelines include department standard operating procedures, city personnel policy manual, insurance guidelines, health plan design and management, wellness program requirements, and other federal and state regulations, as applicable. These guidelines require judgment, selection, and interpretation in application.

Minimum Qualifications

Education/Experience Requirements

  • Knowledge and level of competency commonly associated with the completion of a bachelors' degree in Human Resources or a course of study related to the occupational field, or equivalent Human Resources knowledge and experience in the field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the Human Resources field, in general, as well as the various function and requirements in the division/department; ability to direct and coordinate work within the division/department, usually interpreted to require three to five years of Human Resources experience.
  • Municipal HR experience preferred.
  • IPMA-HR, SHRM, HRCI or equivalent certification preferred.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.


Knowledge Requirements

  • Knowledge of human resources principles, practices, laws, trends and ability to apply same..
  • Knowledge of department and city policies and procedures and federal, state, and local laws and regulations preferred.
  • Understanding of city personnel policies and procedures.
  • Skill in providing excellent customer service, with strong interpersonal skills.
  • Skill in the operation of computers and other standard office equipment.
  • Skill in planning and organization.
  • Skill in public speaking and public relations.
  • Skill in oral and written communication.

Work Environment/Physical Demands

  • The work is typically performed in an office while sitting at a desk or table or while intermittently sitting, standing, or stooping.
