Job Announcement

The Fairfax County Health Department (HD) is a dynamic, progressive, and leading public health agency that aims to promote, protect and improve the health and quality of life for all who work, and play in the Fairfax County community.

This position works as part of the department's Human Resources (HR) team. Consults with and provides tactical and strategic HR support and services to department employees and managers, consisting of over 900 team members. Exercises considerable independent judgment operating with a high degree of autonomy to troubleshoot and solve complex issues and apply systemic solutions to human capital business problems. Manages key HR functions as the lead HR business partner for talent acquisition (recruitment and retention), performance management, and complex Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and leave administration. Supports other human resources programs and initiatives, to include the development and implementation of human resources practices, programs and services, position description management, employee development and training, employee communications, and human capital project management. As a team member, supports human resources quality assurance activities; interprets and makes recommendations to departmental HR procedures and practices; manages data in Human Resources Information System (HRIS) systems, and provides strategic services, supports and counsels department employees. Participates in department and/or county committees and workgroups as needed.

  • Knowledge of human resources administration and management principles and practices;
  • Ability to perform a variety of increasingly complex work in human resources;
  • Ability to communicate effectively orally and in writing;
  • Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;
  • Ability to train and supervise staff.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus two years of professional-level human resources experience.
 
CERTIFICATES AND LICENSES REQUIRED:

  • Cardiopulmonary Resuscitation (CPR) (within 60 days of appointment);
  • Automated External Defibrillator (AED) (within 60 days of appointment).

NECESSARY SPECIAL REQUIREMENTS: 
The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer. 

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)   

PREFERRED QUALIFICATIONS: 
  • At least two years of professional-level HR experience working as a human resources generalist.
  • At least two years of experience managing talent acquisition (recruitment) and selection processes.
  • Experience coordinating and administering Family and Medical Leave Act, and/or Americans with Disabilities Act processes.
  • Experience consulting on performance management and career development.
  • Experience providing employee relations consultation.
  • Experience using human resource-related systems.
  • Knowledge of federal, state and local HR laws and regulations with proven ability to interpret and explain regulations, policies and processes to all levels of employees.
  • Possess excellent written and communication skills, attention to detail, critical thinking and problem-solving skills, flexibility in approach to their work and ability to prioritize and manage multiple tasks and take initiative in a fast-paced environment.
  • Demonstrated ability to work independently and collaboratively in a team environment.
  • Demonstrated ability to communicate effectively with employees at all levels.
  • Advanced skills in Microsoft Office Excel, Word, and Outlook.
  • Experience with Microsoft Dynamics and SharePoint.
  • HR certification (PSHRA, SHRM, PHR, etc.).

PHYSICAL REQUIREMENTS: 
Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. Ability to operate motor vehicle. Ability to travel to other sites to attend meetings or trainings. Job requires the ability to frequently stand; walk; sit, negotiate/traverse sites with unleveled terrain and/or narrow passages; crouch, stoop, kneel, bend, reach, stretch, climb (ladders, stairs) or balance; lift and carry instruments and other objects weighing up to 25 pounds. Uses hands to grasp, handle or feel. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. All duties performed with or without reasonable accommodations.
