Benton PUD is seeking an HR Generalist who leads with integrity, exercises sound judgment, and approaches their work with initiative and creativity. This role is well suited for a self-driven professional who takes ownership, identifies opportunities for improvement, and delivers thoughtful, practical solutions.

This position supports a broad range of human resources functions.  Initial responsibilities will be in benefits administration, leave management, policy interpretation, and day-to-day HR guidance, progressively taking on additional generalist duties. The successful candidate will move confidently between employee support and strategic partnership with supervisors and managers on workplace matters requiring discretion and sound decision-making.

Range for Human Resources Generalist II:
$78,218 to $111,740 (Hiring Target Range is $78,218 to $93,117)
Range for Human Resources Generalist III:
$94,644 to $135,2060 (Hiring Target Range is $94,644 to $112,672)

The primary purpose of this position is to partner with employees, leaders and external resources in the professional administration of the recruiting and selection process, classification and compensation, training and development, employee and labor relations, benefits and wellness programs, leave management, and other human resource programs and projects as assigned.

Accountabilities

  1. Support the District’s mission to serve our customers and foster a positive workplace by personally choosing behavior aligned with our values and ethical code, and communicating in a professional, respectful and courteous manner.
  2. Ensure timely, accessible and cost-effective leave of absence management by proficiently administering all aspects of medical, military and other leaves and work-related illness/injury claims; providing leave case management expertise; assisting employees and communicating with management as the situation warrants; and facilitating resolution of accommodation requests.
  3. Ensure timely and effective hiring and promotion processes by administering all aspects of the internal and external staffing process; consulting with department hiring managers to define business needs, recruiting, sourcing, advertising and selection criteria; coordinating selection testing; coordinating interview and relocation travel consulting with management and participating in the interview and selection decision process; coordinating background checks; drafting offer letters for final approval; ensuring appropriate retention of applicant data; and providing metric reporting. 
  4. Support external recruiting activities by identifying talent sources; participating in job fairs; and building relationships with local schools, universities and vocational/trade programs.
  5. Administer classification and compensation programs by conducting and participating in wage and salary surveys, compiling technical data, providing analysis and recommendations to management, updates to the salary administration plan, creating and updating job descriptions.
  6. Develop and implement supervisory and employee training programs, which are compliant with Federal and State requirements by evaluating the appropriateness of conducting in-house training programs or procuring experts to provide desired training programs.
  7. Ensure the District’s benefit and wellness programs are accessible, timely, and compliant by administering all health and welfare, life insurance, disability related benefits, pension/defined benefits, deferred compensation benefits and other District benefit and deferred compensation programs; ensuring clearly documented administrative procedures related to all benefits programs; serve as the District’s CWPU UIP representative; leading activities related to District benefit and wellness contracts, issuance and renewal; and provide regular benefit information to ensure HR staff, management, and employees are informed as applicable.
  8. Lead benefit activities which directly impact employees by assisting employees with routine benefits questions and issues and facilitating resolution of escalated issues; advocating for timely and appropriate resolution of benefit matters; and by administering and leading the annual open enrollment.
  9. Ensure workplace confidentiality is achieved by preserving the security of employee records and information, following administrative practices and procedures to ensure privacy of information, including the confidentiality of business-related programs, concerns, and issues connected to human resource and labor relations.
  10. Ensure the District is in compliance with all local, state and federal requirements and District policies and workplace expectations by maintaining working knowledge of the Collective Bargaining Agreement and related matters or documents, HR and District policies, procedures and practices; promptly escalating concerns brought forward to the Manager of Human Resources and, when delegated, by providing a response or leading an investigation.
  11. Support the efficient and effective delivery of the District’s human resource programs and processes by providing internal customer service and assuming other human resources responsibilities as delegated, including employee or labor relations activities; performance management programs, HRMS and other system related projects; policy or procedure development; operational planning and measurement; new employee orientation/onboarding or employee exiting/off boarding; and by developing, reporting, or participating in departmental or District metrics and data analytics.
  12. Complete special projects and other duties as assigned to meet team, department and organizational goals.
Level III Additional Accountabilities
  1. Provide guidance to supervisors and employees to develop and implement HR strategies and solutions that align with organizational goals.

Minimum Qualifications, Experience and Certifications

Required:
Human Resources Generalist II

  • BA/BS Human Resources, Organizational Development, Business, Public Administration or related area.
  • Three (3) to four (4) years of professional level human resources generalist experience.
  • Must possess and maintain a valid Washington State driver's license
Preferred:
  • Prefer 2 years in a public entity in Washington State
Strongly Preferred:
  • Certification as a Professional in Human Resources (PHR), SHRM-CP or similar HR certification 
  • Certification in benefits, compensation or other HR-related administration

Human Resources Generalist III
  • BA/BS Human Resources, Organizational Development, Business, Public Administration or related area.
  • Five (5) to seven (7) years of professional level human resources generalist experience.
  • Must possess and maintain a valid Washington State driver's license
Preferred:
  • Prefer 2 years in a public entity in Washington State
Strongly Preferred:
  • Certification as a Senior Professional in Human Resources (SPHR), SHRM-SCP or similar HR certification 
Preferred:
  • Professional in Human Resources (PHR), SHRM-CP or similar; with additional Certified Benefits Professional (CBP) or Certified Compensation Professional (CCP) or equivalent. 

Knowledge, Skills and Abilities:
  • Working knowledge of Federal, State and Local benefit and compensation laws (FLSA, FSA, COBRA, etc.)
  • Benefits administration and contract requirements including understanding of health and welfare, life, disability and deferred compensation benefit programs
  • Job analyses methodology; understanding of job description requirements, ADAAA and District policies and   requirements pertaining to job description content and format
  • Recruitment methods and sources; interviewing techniques; and staffing alternatives; District requirements pertaining to recruitment and staffing
  • Strong employee and labor relations skills, promoting constructive, positive relationships at the District
  • High ethical principles and ability to maintain confidentiality required of human resource professionals
  • Demonstrated ability to sell the vision of the District as an employer of choice, supporting the values and mission of the organization to internal (employees, management, new hires) and external audiences (job fairs, etc.)
  • Strong MS Word, Excel and Outlook skills; Intermediate MS PowerPoint skills
  • Familiarity with HRIS systems
  • Applicant, performance appraisal and training tracking system familiarity 
  • Project management 
  • Successful completion of the District’s approved leadership program for the position
Level III Additional Knowledge, Skills and Abilities
  • Knowledge with HRIS Systems.
  • Lead major District-wide projects.

  • Attendance: Consistent need to attend work at the job site or work location.  Frequent or constant need for punctuality.
  • Physical Effort: Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about.  On rare occasions there may be a need to move or lift light articles.
  • Environment: Located in a comfortable indoor area.  Any unpleasant conditions would be infrequent and not objectionable.
  • Hazards: Most of the time is spent in general office or equivalent conditions
