Design, deliver, and evaluate training programs and learning objectives for the County ensuring they align with organizational goals.
Conduct regular training needs assessments across departments to identify competency gaps, succession risks, and opportunities for growth
Serve as a subject matter expert on adult learning principles, instructional design methodologies, and training promising practices to promote a culture of continuous learning.
Promote positive employee relations and retention through a variety of programs including surveys, roundtable discussions, employee recognition programs, and other initiatives.
Contribute to organizational change and transition initiatives by equipping leaders and employees with tools and resources to navigate workforce changes and adopt new systems and processes.
Partner with department leadership and HR colleagues to support organizational change initiatives, foster a learning culture, and align development efforts with department-specific objectives.
Analyze trend data to develop proactive recommendations that mitigate systemic issues and support the continuous improvement of people policies, programs, and procedures.
Performs other duties as assigned.
Requires a Bachelor's degree and three years of related experience or any equivalent combination of education and experience. Prefer Master’s Degree in HR, Organizational Development, Social Work, Business Administration, or a related field. Also prefer experience in training, program design and/or presentation skills.
A current, valid driver's license is also required.

• Project Management: Managing multiple projects simultaneously and meeting deadlines
• Creativity: Developing and delivering innovative learning materials and implementing new approaches
• Subject Matter Expert: Serve as a subject matter expert on adult learning principles, instructional design methodologies, and promising practices to promote a culture of continuous learning.
SELECTION AND APPOINTMENT:??A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.?

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
