Position Summary

This position provides essential contributions and support to the work of the City's Human Resources Division, ensuring excellent service to employees, supervisors and job applicants and proper application of City policies and procedures. Anticipated areas of focus include recruitment, hiring and onboarding and benefits administration. May also assist with administration of employee leave and compensation programs.  

Seeking a team player with strong attention to detail and the ability to maintain absolute confidentiality. Requires excellent customer service skills and the ability to master HR software programs used for recruitment and onboarding and electronic forms and workflows.    

This is a part-time position, authorized at 20 hours per week.  Includes pension and pro-rated paid time-off benefits, but not eligible for insurance benefits. Anticipated work schedule is four 5-hour workdays per week, of which one day may generally be remote after successful completion of orientation. Position reports to the Human Resources Director.

Anticipated starting wage is $31.66 to $35.44 per hour, depending on qualifications.  Full 2026 wage range is $31.66 to $41.70 per hour.

Essential Functions and Responsibilities

  • Coordinates and supports the City's recruitment and hiring process by preparing job postings, placing advertisements, screening applications, scheduling interviews, preparing job offers and coordinating pre-employment background checks and drug tests.  
  • Coordinates onboarding and offboarding for employees; tracks, receives and verifies required information and documentation; updates HR databases accordingly.
  • Assists with administration of the City's employee benefits program, including enrolling new employees and making updates to existing employee's coverages with the City's insurance vendors.  Prepares and sends COBRA and qualifying event notices.
  • Contributes to planning and carrying out annual Open Enrollment process, including preparation of open enrollment forms and materials and entering of employee elections.
  • Composes letters, agendas, reports and related materials and makes interview and meeting arrangements in support of assigned job duties.
  • Responds to inquiries from applicants, employees, and supervisors related to confidential and sensitive matters.
  • Performs other assigned tasks required to administer and execute human resource programs including compensation, leave, safety, wellness, and employee recognition.
  • Monitors established procedures for compliance with applicable laws, regulations and interpretations concerning Data Privacy. Makes recommendations for process improvements and policy updates related to assigned areas of responsibility.
  • Participates in training and continuing education to enhance knowledge and stay up to date in the field of Human Resources.
  • Performs other related duties as apparent or assigned.

Minimum Qualifications

Requires a bachelor's degree in human resource management or related field and three years of professional human resources experience, or an equivalent combination of training and experience to perform the essential functions of the position. 

Desirable qualifications include:

  • Prior human resources experience with a Minnesota city, county, or school district.
  • Experience with the NeoGov suite of software applications, or similar HRIS systems.
  • Knowledge of state and federal laws governing public sector employment, including the Minnesota Government Data Practices Act, Minnesota Veteran's Preference Act, federal COBRA and state insurance continuation laws, etc.
