We’re looking for a Human Resources Manager who will provide leadership and operational oversight of the City’s human resources programs, including employee relations, recruitment, classification and compensation, benefits administration, compliance, and organizational development. You will serve as a key partner to the Human Resources/Risk Management Director by ensuring effective delivery of HR services, consistent application of policies, and alignment with organizational goals. Additionally, you will manage complex employee relations matters, supervise staff, and implement strategic HR initiatives.

As the Human Resources Manager, you will oversee core HR functions—from recruitment and classification to employee relations and compliance—ensuring consistent, high-quality service across the organization.

You will serve as a trusted advisor to leadership, providing practical, well-reasoned guidance on employee relations, policy application, and risk management while supporting a workplace culture grounded in respect, accountability, and service to the public.

Success in this role requires the ability to lead through others—developing staff, setting clear expectations, and ensuring accountability for results—while maintaining appropriate involvement in complex or high-risk matters.

What You'll Need To Be Successful In This Role

  • Demonstrated experience independently managing complex employee relations matters, including advising leadership on discipline, investigations, and risk mitigation (essential for success in this role) 
  • Proven ability to lead through others by setting expectations, delegating effectively, and holding staff accountable for quality and outcomes 
  • Demonstrated success in developing HR staff, including coaching, performance management, and building capability 
  • Ability to balance leadership responsibilities with operational involvement, ensuring the team—not the manager—owns day-to-day execution 
  • Experience establishing or improving processes, workflows, and accountability systems 
  • Strong working knowledge of employment law, HR best practices, and policy interpretation 
  • Experience conducting or overseeing workplace investigations with a focus on consistency and defensibility 
  • Ability to coach and influence leaders, including in difficult or high-stakes situations 
  • Experience across multiple HR functions (recruitment, classification/compensation, benefits, HRIS, professional development, and performance management) 
  • Strong analytical and organizational skills with the ability to manage competing priorities 
  • High level of professional judgment, discretion, and confidentiality

Minimum Qualifications

  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field Five (5) years of progressively responsible HR experience across multiple functional areas
  • Two (2) years of supervisory experience Public sector HR experience preferred
  • SHRM-CP/SCP, PHR/SPHR, or ICMA-CP preferred
  • A valid Arizona's Driver's License or the ability to obtain one within six (6) months of hire 
  • OR Equivalent combination of education and experience may be considered

What You'll Do For The City Of Kingman

Employee Relations & Workplace Investigations (35%) - In this position, you will oversee the City’s employee relations program, ensuring consistent, fair, and legally compliant handling of workplace issues. This will involve ensuring consistent disciplinary practices across departments by reviewing and guiding corrective actions. You will also advise supervisors and department leaders on corrective actions and risk mitigation strategies. This includes promoting early resolution of workplace issues while ensuring employees are treated with respect and have the opportunity to be heard

HR Operations & Program Management (20%) – In this role, you will oversee daily operations for the Human Resources division. You will also ensure the effective delivery of core HR services, including recruitment, classification, compensation, benefits, HRIS, and performance management. In addition, you will evaluate and improve HR processes, systems, and service delivery. Ensure compliance with City policies and safety practices.

Classification, Compensation & Benefits (20%) – This role supports the classification and compensation programs, including job evaluations, salary administration, and market analysis. Assists in the development of compensation strategies aligned with organizational goals. Participates in workforce planning and organizational development initiatives. Oversee the administration of employee benefits programs, including retirement systems, self-funded health plans, and voluntary benefits. Coordinate with vendors, consultants, and internal stakeholders to ensure effective program delivery. Monitor trends, costs, and utilization; recommend program improvements. 

Budget, Strategy & Communication (15%) – You will assist in the preparation and administration of the HR budget, including personnel and benefits projections. Contribute to short- and long-term strategic planning efforts. Support organizational initiatives related to staffing, structure, and service delivery. Serve as liaison with departments, legal counsel, regulatory agencies, and external partners. Represent the City in hearings, investigations, and other employment-related proceedings as assigned. Prepare and present reports, policies, and recommendations to leadership, boards, and stakeholders. 

Leadership & Staff Development (10%) – . You will plan, assign, and evaluate staff work; provide coaching and professional development. Ensure accountability, quality, and adherence to policies and procedures. Address personnel matters including hiring, discipline, and performance management.
