TARGETED HIRING SALARY RANGE: MIN $108,630.00 - MID $126,815.00 - MAX $145,00.00
THE ROLE:
As a Human Resources Manager, you will play a critical role in leading and coordinating the day-to-day operations of the City's Human Resources Division. Working under the direction of the Human Resources Director, you will serve as an operational leader responsible for supervising HR staff and delivering effective, consistent, and legally compliant human resources services across all City departments.
The ideal candidate will have five (5) or more years of progressively responsible professional HR experience, strong employee relations and investigation skills, and the ability to foster a culture based on integrity and respect. You will collaborate with City leadership, department supervisors, and HR staff to manage complex personnel matters, oversee the City's self-funded benefits program, administer employee leave, and support labor relations and contract administration. This position may serve as acting Human Resources Director in the Director's absence. A background check is required upon acceptance of a conditional offer.
REQUIRED MINIMUM QUALIFICATIONS:
(Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job.)
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, Finance, or a related field
- Five (5) years of progressively responsible professional experience in human resources, organizational management, employee relations, labor relations, investigations, compliance, benefits, or related administrative leadership roles
- Demonstrated knowledge of federal and Washington State employment and labor laws including FMLA, PFML, ADA, and FLSA
- Experience conducting or overseeing workplace investigations
- Strong written and verbal communication skills with the ability to prepare professional reports, policies, and correspondence
PREFERRED QUALIFICATIONS:
- Supervisory experience managing professional HR staff
- Experience working in a public sector or municipal HR environment
- Experience administering collective bargaining agreements and participating in labor-management processes
- Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, or a related leadership certification
- Experience overseeing self-funded employee benefit programs and complex leave administration
- Bilingual (English/Spanish)

- In addition to DRS, employees may also contribute to a 457 Deferred Compensation Plan that offers a pre-tax contribution of 4% from the City

SAFETY/WORK CONDITIONS:
- Work is performed primarily in an office environment
- Frequent interaction with employees, supervisors, department leadership, and the public
- Occasional lifting of office materials up to 20 pounds may be required
- Standard office equipment operation including sitting, standing, and walking
