Knowledge and Abilities
Thorough knowledge of: Employment law; principles, methods, and trends of modern human resources management including all areas of full service operations; public sector collective bargaining, employee representation and management rights, labor and employee relations; unfair labor practices, provisions of bargaining agreements and current trends; classification and compensation design and administration; recruitment and selection, performance evaluations; principles of management, organization, and the dynamics of teams and employee involvement initiatives; analytical and statistical methods; of modern office methods and procedures; strong organizational, time and project management skills; working knowledge of applicable Federal, State, and local laws, rules, regulations and court decisions bearing on public personnel and labor relations and personnel administration; and a variety of employee, management, and organizational development training programs.
Ability to: Perform varied and responsible assignments involving the use of initiative and independent judgment under minimal supervision; successfully negotiate a labor agreement; take initiative, reason logically, and be creative in developing and introducing new ideas; persuade, justify, and project consequences of decisions and/or recommendations; reason logically and exercise sound judgment under pressure; to provide supervisory direction and coordinate the work of other professionals; to perform and coordinate activities, such as the collection, analysis, and preparation of reports and recommendations pertaining to complex issues; to make accurate analyses and evaluations of data; to address specific performance deficiencies or organization-wide issues; to understand, interpret, and appropriately apply rules, regulations, standards, and procedures; to develop policies and present proposals for major policy changes; work effectively under very stressful situations involving confrontation and conflict; to summarize facts and opinions concisely and accurately; to communicate effectively orally and in writing; to establish and maintain cooperative and effective relationships with those contacted in the course of work.
Education/Experience
Education: Possession of a Bachelor's Degree in Public or Business Administration, Industrial Relations, Psychology, Human Resources, or related discipline. Master's Degree in a related course of study or law degree is highly desirable.
Experience: Five years of professional experience in human resources, at least two of which were conducting labor relations in a union environment. Public agency experience is desirable.
A valid California driver's license and a satisfactory driving record are conditions of initial and continued employment.
