ABOUT THE ROLE:
The Human Resources (HR) Manager oversees the day-to-day operations of the organization's statewide HR functions and ensures alignment with our mission, values, and legal obligations. This role supervises HR staff, interns, and volunteers and serves as a strategic partner to leadership on talent management, compliance, employee relations, and workforce development. The HR Manager plays a key role in building a positive, equitable, and compliant workplace culture and is a go-to resource for staff and managers alike.
Leadership & Department Oversight
- Oversee day-to-day statewide HR operations, including supervision of HR staff, interns, and volunteers.
- Support the organization's workforce and talent management strategies with a focus on recruitment, workforce planning, and succession planning.
Recruitment & Onboarding
- Standardize and implement streamlined recruitment and onboarding processes.
- Develop and recommend effective sourcing strategies to attract diverse talent.
- Train and support hiring managers in best practices for equitable and compliant hiring. Support hiring managers throughout the hiring process.
- Manage job requisitions, interviews, offer requests, and maintain updated job descriptions for all positions.
Employee Relations & Compliance
- Advise and support managers on employee relations, disciplinary actions, terminations, and conflict resolution.
- Lead or support workplace investigations.
- Manage grievance process in a fair and consistent manner.
- Maintain compliance with federal, state, and local employment laws, including I-9 verification, IIPP, Workplace Violence Verification Program, and required employment postings and documents.
- Regularly review and update personnel policies, procedures, and the employee handbook to ensure compliance with laws and best practices.
Records, Leaves, & Benefits
- Ensure personnel files are accurate, up to date, and maintained in compliance with all legal and policy requirements.
- Manage leave-of-absence requests, accommodation requests, and workers' compensation claims.
- Serve as the main point of contact for employee inquiries about HR policies, procedures, and benefits.
Training, Development, & Culture
- Design and deliver training on HR policies, compliance, workplace conduct, and best practices.
- Recommend and implement tools and programs that support employee learning, career development, and growth.
- Manage employee wellness and safety initiatives, including wellness and safety programs.
Continuous Improvement
- Monitor and incorporate HR best practices, technology trends, and legal developments.
- Evaluate and recommend improvements to HR systems, workflows, and service delivery.

Qualifications Required:
- Five (5) years of HR experience with a minimum of three (3) years of HR managerial experience.
- Commitment to social justice and CAIR's mission and values.
- Experience advising and coaching managers on performance, discipline, and employee relations
- Proficiency with HRIS and/or applicant tracking systems
- Strong knowledge of federal and California employment laws
- High attention to detail and excellent organizational skills
- Excellent interpersonal, communication, and conflict resolution skills
- High level of professionalism, discretion, and integrity. Ability to deal appropriately with sensitive and confidential information.
- Strong technical skills in Outlook, Word, Excel, and PowerPoint.
- High level of professionalism, dedication to outstanding customer service, and composure under pressure.

Preferred:
- PHR, SHRM-CP, or other relevant HR certification
- Bachelor's degree in Human Resources, Business Administration, or related field.
- Experience designing and delivering training for employees and managers
- Experience working in the American Muslim community.
- Experience supporting HR functions in a nonprofit environment.
