Job Summary:

Under general direction, plans, organizes and manages the daily operations of the City’s Human Resources and Risk Management programs and services; oversees the day to day activities of the department including recruitment, selection, retention, succession planning, classification and compensation, benefits, training and development, employee and labor relations and negotiations, performance management, and related human resources programs and service; provides professional advice to managers and supervisors on complex human resource issues; manages the work of human resources professional, technical, and clerical staff; and performs related work as required.

  • Develop, implement, and maintain the department goals, objectives, policies and priorities and ensure that established goals and priorities are achieved.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department's and City’s goals and objectives.
  • Manages the performance of department staff; supervise, train, develop and lead staff to provide effective delivery of services to the public, employees, and public officials. 
  • Manages the design and implementation of employee recruitment, selection, and retention programs; ensures that all phases of recruitment and selection comply with applicable federal, state, and local laws, regulations and guidelines.
  • Manages the completion of organizational and position compensation and classification studies; oversees the drafting of new or modified class specifications; supervises the conduct of special surveys and studies regarding compensation and other human resource management issues.
  • Manages administration of the City's comprehensive benefits and retirement plans and programs; conducts research, evaluates plan design and costing alternatives and recommends benefits program design changes.
  • Conducts investigations of sensitive disciplinary cases, prepares documentation, and advises managers on appropriate action.
  • Drafts contract language and administer labor contracts, including contract amendments as required.
  • Applies process improvement and quality management principles to assigned areas of responsibility.
  • Participates in the formulation and implementation of departmental policy, planning and strategy development.
  • Advises, coaches and trains managers and supervisors on legal requirements and sound professional practices affecting a broad array of human resources processes.
  • Confers with and interprets policies, procedures and regulations to management, staff, and the public. 
  • Provides guidance and training to managers and supervisors on positive employee relations practices.
  • Consults with and facilitates agreement on appropriate action by managers and supervisors on employee grievance and discipline issues; may consult with employees and their representatives to identify and resolve employee/employer-related problems and issues.
  • Collaborates with City management and supervisors to assess training, development and other organization improvement needs.
  • Serve as staff to the City's Human Resource Commission; prepare agendas and reports. Provide advice and interpretation of Human Resource policies, rules, guidelines, practices, regulations, and laws. 
  • May oversee the department budget including monitoring and approving expenditures and making budget adjustments as necessary. 
  • Oversees special human resource programs including but not limited to employee recognition programs, unemployment insurance program, and tuition and education assistance. 
  • Review, analyze, advise, and provide updates to City staff on various reports, issues, legislation, court cases and other topics related to Human Resources and Employee Relations. 
  • Supervises maintenance of employee personnel files and related position and employee information databases, ensuring conformance with all privacy requirements. 
  • Supports Risk Management and Worker’s Compensation programs. 
  • Performs related work as required.

Typical Qualifications

Education, Training, and Experience

Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. Incumbents will possess the most desirable combination of training, skills, and experience as demonstrated by their past and current employment.

Bachelor’s degree in human resource, organizational development, business or public administration or related field; and five (5) years responsible experience in human resources management including two years as a supervisor or lead. A Master’s degree in a related field and experience in a public agency is desired.

Licenses/ Certificates/ Special Requirements

  • A valid California Class C Driver’s License with a satisfactory driving record is required.
  • Society for Human Resource Management (SHRM) or Professional in Human Resources (PHR) certification or similar professional certification is desired.

Knowledge of:

  • Principles, policies, and practices of public human resources administration, including recruitment and selection, retention, succession planning, equal employment opportunity, employee relations, classification and compensation, job analysis, benefits design and administration, training and development and performance management.
  • Principles, practices, and techniques of risk management.
  • Principles and practices of labor management relations, including negotiation and contract administration techniques.
  • Principles, practices and practices of diversity, inclusion, and equity.
  • Employee/labor relations principles and practices, including contract administration.
  • Principles and practices of public administration, including long-range planning, budgeting, purchasing, and maintaining public records.

  • Applicable federal, state, and local laws, regulations, and standards.
  • Standard office equipment, including personal computers and computerized applications and programs including Microsoft Office Suite, HRIS and Applicant Tracking system (ATS).

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this class.
