The City of Albany is excited to announce an opportunity to shape the future of our growing Human Resources Department. Following recent approval from the Albany City Council to expand HR staffing, we are seeking a forward-thinking Human Resources Manager to lead daily operations, drive innovation, and champion service excellence across the City.

In this newly budgeted role, you’ll work under the general direction of the Human Resources Director to oversee key HR functions including recruitment and retention, benefits, leave administration, training and development, classification and compensation, workforce planning, and more. You'll be instrumental in coaching and supporting a team of HR professionals, enhancing department capacity, and ensuring compliance with local, state, and federal regulations.

  • Excellent medical, vision and dental benefit package for the employee and qualified family members with low monthly out-of-pocket cost. Employee-paid premium is approximately $56 per month for employee-only coverage up to a maximum of $162 per month for family coverage.

Essential Functions/Duties & Responsibilities

The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. Administrative Duties

  • Supervisory:  This position supervises assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.
  • Budgetary:  This position assists the Human Resources Director with developing the departmental biennial budget and ensures HR staff carry out day-to-day activities within approved budget. 
  • Strategic Planning:  This position assists the Human Resources Director in setting the strategic direction of the department including short- and long-range objectives.
  • Policies/Procedures:  This position identifies, develops, and implements human resources policies and procedures and provides guidance and direction relating to Human Resources policies, procedures, and practices.
  • Compliance:  This position follows,  ensures compliance with, and enforces Federal, State, and Local regulations and City policies and procedures.  
  • Council Communications:  This position ensures performance measures are met, and balances needs with Council’s adopted priorities and direction. The position presents information to Council and provides professional recommendations.
  • Reporting:  This position oversees reporting to Federal, State, and Local agencies and ensures information is gathered and reports are completed timely and accurately.

Examples of Duties Performed
  • Researches, develops, manages, and implements best practices, programs, policies, procedures, and activities for Recruitment and Selection, Employee Engagement and Retention, Training and Development, Performance Management, Succession and Workforce Planning, Classification and Compensation, Employee Benefits and Wellness Administration, as well as aspects of Employee Investigations, Dispute Resolution, and Labor Relations.  
  • Provides professional advice and counsel to managers, supervisors, and employees on human resources-related issues including laws, rules, and regulations; labor relations and contract interpretation; human resources policies and procedures; classification and compensation; workforce planning; performance management; workplace investigations; and progressive discipline.
  • Conducts or assigns employment investigations and determines appropriate corrective action.  Drafts, reviews, and issues disciplinary letters.  
  • Participates in labor negotiations and activities, performs research and preparation for collective bargaining, and provides a variety of confidential information for collective bargaining purposes.
  • Directly assists all departments in the resolution of grievances and administration of collective bargaining agreements. Conducts investigations of discrimination or harassment complaints, misconduct, and performance issues; makes recommendations for appropriate action; prepares required reports, documentation, and relative correspondence. Consults with legal counsel as appropriate, and/or as directed by the Human Resources Director, on personnel matters.
  • Analyzes the impact of new laws or administrative regulations on human resources policies and programs and recommends policies and procedures for implementation.
  • Conducts surveys and performs research and statistical analyses on administrative, fiscal, human resources, and operational problems or issues.
  • Coordinates, develops, presents, and tracks citywide Learning Program, through use of outside training consultants and internal subject matter experts including annual harassment awareness training, annual safety training, new employee orientation, management/supervisory training, and other learning designated to the citywide level.
  • Conducts regulatory compliance audits and risk assessments of human resources programs and activities; generates reports and makes recommendations on best practices; ensures adherence to Federal, State, and local laws.
  • Acts as the Human Resources Director in their absence.
  • Handles other key projects as assigned by the Human Resources Director.

Qualifications & Requirements

Education and Experience 

  • A bachelor’s degree from an accredited college or university with major coursework in human resources, public administration, business administration, organizational development, or closely related field; and
  • five years of progressively responsible Human Resources experience; or
  • an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
  • Supervisory experience preferred.
  • Experience in a unionized, public-sector environment preferred.

Certifications and Licenses
  • Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City’s driving standards at time of job placement.
  • Possession of or ability to obtain Public Sector Human Resources Association (PSHRA) Certified Professional or PSHRA Senior Certified Professional (PSHRA-SCP) within one year of job placement.
  • Possession of or ability to obtain Criminal Justice Information Systems (CJIS) level 2 certification within 30 days of date of hire.

Knowledge, Skills, and Abilities
Knowledge of: 
  • Principles and procedures for recruitment, selection, training, classification and compensation, benefits and leave administration.
  • Federal and state laws and regulations including, FMLA, EEO, and related human resources and benefits laws.
  • Automated human resources systems and improving administrative processes and systems to seek best practices in leveraging technology.
  • Providing exceptional and quality customer service by viewing the experience through the eyes of the customer; conducting customer needs assessments, evaluating customer satisfaction, and continually seeking improvement in service delivery.
  • Methods for training program resources, human resources modeling leadership techniques, planning for resource allocations, and matrix for evaluating training effectiveness.

WORK ENVIRONMENT/ PHYSICAL DEMANDS/ TOOLS & EQUIPMENT USED

WORK ENVIRONMENT

In the performance of the job duties, the employee will be working in an office environment under usual office working conditions. Work may also be performed in meeting settings in offices, conference rooms, and public spaces. The noise level in the work area is typical of most office environments, with telephones, personal interruptions, and background noises. The employee is occasionally exposed to increased noise levels, possible chemicals, machinery, or heavy equipment, and other hazards during visits to City worksites.  Travel among City worksites and to training/conferences is required.  This position may be required to occasionally work evenings and weekends. 

PHYSICAL DEMANDS
