POSITION SUMMARY

The Human Resources Manager provides both strategic and operational leadership over HR Business Partner functions, ensuring compliance, equity, and high-quality service delivery. This role supervises HR Business Partners and oversees civil service exams, job analysis, classification, compensation, policy development, and employee support. The manager leads complex HR initiatives, collaborates with internal and external partners, and guides workforce data analysis to support informed decision-making. Through strong leadership and judgment, the position advances a fair, efficient, and inclusive workforce aligned with the City’s mission.

Qualifying Requirements:

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.

  • WORK EXPERIENCE:  The application must clearly show three (3) years of full-time experience in the administration or management of human resources-related functions. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING:  The application must clearly show a Bachelor's Degree in Human Resources, Public Administration, Business Administration, or a related field. SHRM-SCP, SHRM-CP, SPHR or PHR certification preferred.  (See NOTE under General Application Requirements regarding education/training verification.) 
  • EQUIVALENCY:  Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is seven (7) years. (See NOTE under General Application Requirements regarding education/training verification.)

CIVIL SERVICE EXAMINATIONS

POSITION DUTIES

  • Supervises, coaches, and evaluates HR Business Partners and other assigned staff, ensuring high-quality execution of recruitment, testing, classification, compensation, and policy administration functions. Provides technical guidance, training, and corrective or disciplinary recommendations as needed.
  • Leads and oversees the administration of HR & Civil Service programs, including job analyses, job description development, pay and classification studies, tuition reimbursement, examinations, ensuring HRBPs maintain accurate documentation and follow established standards.
  • Ensures all employment actions, examinations, and personnel processes comply with federal, state, and local laws; Civil Service Statutes; Collective Bargaining Agreements; and City policies. Provides high-level interpretation and guidance on complex regulatory, contractual, and legal issues.
  • Oversees the design, development, validation, and scoring of selection procedures—including written, oral, and performance exams—ensuring best practices are applied in merit-based hiring, exam security, job-relatedness, and fairness. Consults with professional testing experts as needed.
  • Oversees development of HR & Civil Service policies and procedures; directs research, analysis, and recommendations for new or revised policies to support organizational goals and legal compliance.
  • Manages major HR & Civil Service projects—including selection system enhancements, process improvements, compensation initiatives, and cross-departmental efforts—ensuring HRBPs follow departmental methodologies, timelines, and quality standards.
  • Directs the analysis of workforce data, including statistical studies,  EEO-4 data, exam performance metrics, and selection analytics.  Ensures data-driven insights are used to support decision-making and process improvement.
