Role overview
The Human Resources Manager is responsible for developing and managing HR guidelines and processes, communicating expectations around professional development and decorum, managing interpersonal workplace conflict, and being a catalyst in the WBL workplace culture. Key responsibilities include recruitment and hiring, onboarding and offboarding, facilitation of the coaching and review process, management of employee benefits, and addressing questions and conflict regarding policy, training and development, and workplace culture.
The office for this position will be in Austin.
Responsibilities
Develop and manage WBL’s HR guidelines, including but not limited to hiring, interviewing, conducting performance reviews, mentoring, and developing team members
Recruit candidates for open positions, including posting, screening, and coordinating interviews
Facilitate the onboarding and offboarding processes for team members
Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment and recommend needed changes
Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance reviews, performance improvement plans, and employment needs
Establish and monitor employee development pathways for specific roles within the organization as well as goal-setting processes for individual employees
Process biweekly payroll and manage all employee benefit programs such as the Simple IRA, Group Health Insurance, PTO, Service Awards, etc., and make necessary changes and additions, as required
Work with the leadership team to address difficult staffing situations, including dealing with understaffing, policies and procedures, and assisting in the discipline or termination of employees.
Conduct exit interviews to identify reasons for employee resignations.
Ensure that the company’s policies and procedures regarding human resource issues are accurate and up to date.
Answer questions from employees about company benefits, policies and procedures, and all HR department functions.
Be an ambassador to promote WBL culture, leadership, and skill development
Assume additional responsibilities as directed.
Knowledge, Skills, and Abilities
Minimum Requirements:
Bachelor’s degree
5 years of experience in Human Resource development and management
Preferred Requirements:
Construction experience
Skills
Proficiency with Microsoft Office products required
Thorough understanding of the basic human resource laws
Excellent organizational skills with emphasis on time management and multitasking
Strong verbal and written communication skills
Able to handle strong personalities and de-escalate workplace tension

Logistics
Position Type/Expected Hours of Work
This is a full-time salaried exempt position. Typical workdays and hours are Monday through Friday 8:00 a.m. to 5:00 p.m. Some work outside of office hours may be required with no additional compensation. No telecommuting.
Reports To
This position reports to VP of Internal Operations.
Travel
Overnight travel is not anticipated for this position.

Work is performed in an office setting and possible outdoor work is required in the inspection of various land use developments, construction sites or public works facilities.
