Position Title: Human Resources Manager
Status: Salaried; Exempt – Full-Time

GENERAL DESCRIPTION
- The Human Resources (HR) Manager is responsible for leading and overseeing all aspects of the organization’s human resources operations under the direction of the Chief Operations Officer. The primary focus is to ensure HR operations effectively support IRI’s mission, organizational objectives, and long-term sustainability.
- The HR Manager will monitor local, state, and federal employment laws to ensure ongoing organizational compliance. They will partner with external consultants and legal counsel to proactively address HR and legal matters, ensuring IRI’s practices align with current regulations and reflect the best interests of the organization.
- The HR Manager will serve as a trusted resource for employee relations by resolving workplace issues, advising managers on fair and consistent practices, and supporting performance management, corrective actions, and employee development.
- The HR Manager is responsible for overseeing key administrative functions across the employee lifecycle, including recruitment, onboarding, offboarding, employee relations, benefits administration, personnel files, compliance documentation, unemployment and workers’ compensation claims, along with supporting annual reporting requirements.
- The HR Manager will implement HR procedures and tools to ensure compliance with employment laws, internal policies, and operational needs. They will leverage platforms such as Microsoft Office, Adobe, DocuSign, and Paycor to streamline workflows and support consistent, efficient HR practices.
QUALIFICATIONS
- Minimum of four years of progressive HR experience; bachelor’s degree preferred.
- Demonstrated experience supporting a workforce of 200+ employees.
- Strong working knowledge of employment law, compliance requirements, and HR best practices.
- Proficiency in HRIS platforms and digital systems (experience with Paycor and Microsoft Office/365 strongly preferred).
- Exceptional time management and organizational skills, with the ability to prioritize effectively and meet deadlines consistently.
- Strong writing, organization, and communication skills.
- Analytical and solutions-oriented mindset with excellent problem-solving abilities.
- Capable of navigating complex or sensitive issues with discretion, empathy, and professionalism.

RESPONSIBILITIES
Essential functions of the job are denoted. The HR Manager assumes the following responsibilities under the direction of the Chief Operations Officer and in collaboration with other members of the leadership team and their staff.
- Oversee recruitment operations by ensuring staffing needs are assessed and that HR team members are effectively managing applicant tracking, candidate screening, and onboarding processes.
- Lead the onboarding and offboarding processes to ensure a consistent, compliant, and supportive employee experience.
- Serve as a resource on employee relations matters by investigating concerns, mediating disputes, and advising managers on consistent, fair practices by ensuring adherence to internal policies and applicable labor laws.
- Promote and maintain compliance with applicable laws, regulations, and organizational policies, including maintenance of employee records, reporting requirements, and regular monitoring of policy updates
- Oversee the maintenance and compliance of personnel files by ensuring they are accurately collected, verified, and securely stored in alignment with organizational policies and legal standards.
- Manage a broad portfolio of digital platforms supporting HR, payroll, scheduling, benefits, compliance, and internal operations.
- Oversee and administer employee benefit programs including health insurance, lifestyle spending, paid time off, paid sick leave, bonuses, and workers’ compensation.
- Coordinate benefit enrollments, changes, and terminations; serve as a liaison between employees and benefit providers to ensure smooth service delivery.
- Manage the full lifecycle of unemployment and workers’ compensation claims, including documentation, submission, communication with carriers, and internal follow-up.
- Submit payroll reports to workers' compensation carriers and assist with budget analysis using relevant HR/payroll data.
- Provide guidance and oversight on disciplinary action, ensuring documentation protocols are followed to maintain fairness, consistency, and compliance while mitigating organizational risk.
- In collaboration with leadership, support and maintain employee evaluation processes, including facilitating performance reviews, counseling, and ongoing employee development initiatives.
- Generate and distribute reports to management, tracking outstanding HR action items such as training completion, policy acknowledgements, certifications, and other compliance-related requirements.
- Maintain proactive communication with leadership and staff regarding deadlines, updates, and compliance expectations.
- Develop, maintain, and oversee the distribution and completion of all HR forms and documents, ensuring timely review and acknowledgment by all staff in accordance with organizational policies.
- Coordinate offboarding logistics including final pay, benefits termination, access removal, and exit documentation.
- Support the development and implementation of HR-related policies, procedures, and initiatives aligned with organizational goals by collaborating with other departments and stakeholders. Collaborate with the CHRO to develop and execute HR goals aligned with organizational strategy.
- Continuously monitor and stay informed of changes to employment laws, regulations, and industry best practices to ensure organizational compliance and timely policy updates.
- Streamline HR processes and leverage technology to improve efficiency and effectiveness.
- Effectively delegate with appropriate oversight and accountability.
- All other duties as assigned by the Chief Operations Officer to support the mission and strategic goals of the organization.
