Mission: The Link works with youth and young families to overcome the impacts of poverty and social injustice. Our 23 programs provide supportive housing, intensive case management services, and skills development to youth at risk of or experiencing homelessness, sex trafficking and/or involvement in the juvenile justice system. Position Specifics
- Hiring Salary Range: $72,128 - $80,900/year based on qualifications
- Job Type: Full-Time, Exempt
- Location: North Minneapolis, MN
- Hours/Days: Monday through Friday 9:00 a.m. to 5:00 p.m. with some flexibility. Position is hybrid with 1-2 days remote and 3-4 days in the office.

To be able to drive on behalf of The Link, candidates must have a valid driver's license, have a safe and reliable vehicle, be able to successfully clear a criminal, DHS, credit and motor vehicle background check, and maintain personal insurance at the levels of $100,000 Bodily Injury/Per Person and $300,000 Bodily Injury/Per Accident. Job offer is contingent on having these requirements.
BASIC FUNCTION
The Human Resources Manager leads several critical HR functions and initiatives across The Link. This position manages onboarding, HRIS systems, employee relations, and talent development. They partner with managers to ensure best practices in performance management, conduct internal investigations, and contribute to organizational culture and training strategy. The HR Manager also presents HR data and recommendations to executive leadership and plays a central role in shaping HR policy and strategy.
ESSENTIAL FUNCTIONS
Recruitment and Retention
- In collaboration with supervisors, develop effective job descriptions and interview questions as needed
- Train supervisors on the recruiting module and interview process
- Partner in the development and implementation of agency recruitment and retention strategies and tactics including developing outreach strategies, participating in virtual and in-person job fairs and community engagement events, sourcing candidates, and developing and maintaining external connections
- Conduct and manage end-to-end recruitment and onboarding process such as, job postings, coordinating background checks compliance, scheduling first day, conducting HR orientation, and initiating employee profiles in Paylocity
Talent Management and Employee Relations
- Develop and sustain proactive relationships with managers and supervisors across all Link programs
- Provide counsel, support and coaching to managers and supervisors regarding policies, employee performance, progressive counseling, compliance and other employee matters
- Serve as HR contact for employee concerns and workplace issues and conduct employee investigations
- Interpret and communicate policies and procedures to managers and employees to ensure fair and consistent practices
- Respond to employee requests for information as needed
- Conduct exit interviews and identify themes and recommendations for improving retention.
- Administer and manage the performance review process in Paylocity; train and support managers on effective usage
Culture, Engagement, and HR Strategy Development
- Design and lead employee engagement initiatives, including surveys and focus groups; analyze results and present strategic recommendations to leadership.
- Support the development and implementation of the Culture of Excellence program and other agency-wide training and culture-building efforts
- Actively contribute to HR strategic planning and organizational development initiative
HRIS Systems Management, Compliance, & Policy
- Train staff and supervisors on the use of HRIS modules including, Recruiting, Onboarding, and Performance
- Serve as the primary point of contact and internal expert on Paylocity; resolve issues and provide ongoing support and troubleshooting
- Create and maintain accurate and updated electronic and paper employee records
- Manage DHS rosters and annual background check compliance
- Track, analyze, and report on key HR metrics to inform data-driven decision-making
Benefit Administration
- Support the delivery and administration of Human Resources services related to benefits (FMLA, Workers Compensation, STD, LTD, Medical, Dental, Retirement Plan etc.)
- Interpret benefit policies and procedures and monitor compliance with appropriate laws and regulations
- Partner in the development of communication strategies to increase participation and enhance understanding of benefit options
- Support employees by responding to benefit questions and concerns
Other
- Participate on internal committees meetings and professional development training as assigned
- Respond to requests from external sources, including government agencies and other employers
GENERAL RESPONSIBILITIES

REQUIRED:
- Minimum of 3–4 years of relevant professional experience across multiple HR disciplines
- Demonstrated experience with conducting workplace investigations, performance management, and the onboarding process
- Demonstrated experience with and knowledge of benefits administration
- Demonstrated experience with and knowledge of recruiting/sourcing candidates in a rapidly changing environment
- Demonstrated experience with HRIS systems
- Demonstrated experience in presenting complex information in an understandable way to individuals and groups
- Demonstrated proficiency in MS O365 and MS Teams, Excel, Word, and Power Point
- Must have strong knowledge and understanding of Human Resource concepts and employment laws
- Ability to pass a criminal background, DHS licensing, motor vehicle and credit check
PREFERRED:
- 4-year degree in a related field (Human Resources Management, Business Administration, Organizational Leadership, etc)
- Previous experience with Paylocity
- SHRM or HRCI certification
- Previous experience working in a social service agency or nonprofit
